This position is located in the Department of Health and Human Services (HHS), Food and Drug Administration (FDA), Office of the Commissioner (OC), Office of External Affairs (OEA) in Silver Spring, Maryland.

This position is located in the Office of External Relations (OER) Immediate Office.  The position involves the preparation of the majority of the speeches and written materials for the Commissioner of Food and Drug.  The issues are typically broad, complex, controversial and sensitive.  The job requires information gathering, coordinating and negotiation with top Agency officials as well as other governmental and nongovernmental organizations.

 

If selected for this position, you will:

 

  • Work directly with the Assistant Commissioner to communicate authoritative Agency public policy positions in speeches and other written materials.

 

  • Responsible for appropriate ideas, concepts, themes and approaches that will be constructive and responsive to the audiences and will effectively communicate Agency policy.

 

  • Research, write and edit speeches, articles, op-eds, letters to the editor, profiles, background reports and talking points on key industry issues.

 

  • Research and analyze information, using diverse sources, to write speeches for FDA leadership and executive staff.

 

  • Develop talking points.

 

  • Interview staff, association members and industry experts for relevant content.

 

  • Develop material and content that articulates Agency's priorities and positions.

 

  • Determine strategic speaking opportunities.

 

  • Write and edit content for online publications.

 

  • Write op-eds, press releases and other original content as needed.

 

  • Work with FDA Leadership and staff to determine major themes, speech format, legal compliance of content and timelines for drafts and final product.

 

  • Simplify and clarify complex legal, legislative, regulatory and statistical information using clear and concise language.

 

  • Manage speaking calendar and venue detail.

To qualify for the GS-14 grade level, you must meet the following:

 

You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal Government.  Specialized experience is defined as having expert knowledge to conduct analysis of complex issues involved in the development and interpretation of important public policies.  In addition, having the ability to identify public policy issues within field of expertise, the ability to make realistic assessment of the institutional environment in which policy alternatives will be considered, chosen, and implemented and the ability to make clear, concise and effective written presentations.
