This position is being filled in the excepted service under the Pathways Program.  This provides opportunities for high school, vocational and technical, undergraduate, graduate, and professional students to be exposed to the work of the Federal government.  For more information on the Pathways Program, please visit:

Student Definition:  Students must currently be enrolled in an accredited college (including 4-year colleges/universities, community colleges, and junior colleges); or a professional, technical, vocational, and trade school; or an advanced degree program; or other qualifying educational institution pursuing a qualification degree or certificate, and taking at least a half-time course load (as defined by the institution in which you are enrolled) throughout the duration of the appointment.  You must be in good academic standing (at least a 2.0 GPA or greater on a 4.0 scale for the most recent grading period and accumulative GPA); be at least 16 years of age; a U.S. citizen or U.S. National; and meet the qualification requirements of the position. You must continue to meet these eligibility requirements throughout the duration of your appointment under the Pathways Internship Program.

Promotion potential of this position is the GS-04 level.  However, this position may be filled at a lower grade. If so, when and if it is determined that a subsequent promotion is warranted, it may be made without further competition.  Promotion up to and including the GS-04 level is neither guaranteed nor automatic.

Assists Regional Financial and Business Management (FBMS) Coordinator with various FBMS related assignments to ensure successful implementation of FBMS.  Provides assistance to budget and finance staff to ensure the overall success of the Region’s financial management operation including formulation, execution, and audit of Reclamation’s budget.

Assists in establishing and updating cost accounts and cost allocations tables in the Federal Financial System. 

Provides assistance with issuing Bills for Collection to irrigation districts, individuals, corporations, and water users’ organizations for monies due the PN Region.

Assists in gathering, extracting, and consolidating a variety of information and statistical data needed in the formulation and presentation of budget requests for the PN Region. 

Cross-checks the accuracy of budget and program data in related budgetary forms, schedules, and reports.  Recommends the adjustment of inconsistent totals, subtotals, and individual entries.

Using data from various sources and program manager/supervisors/managers provides computer input for the Regional Program and Budget database.

The selected student will be appointed at either the GS-03 ($11.95 per hour) or GS-04 ($13.41 per hour) federal pay grade level, which is determined by meeting the following qualification requirements:

For the GS-03 level, 6 months of general experience to include progressive responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of this position to be filled OR successful completion of 1 academic year of post-high school study (30 semesters or 45 quarter hours) OR a combination of experience and education. 

For the GS-04 level, 1 year of general experience to include progressive responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of this position to be filled OR

successful completion of 2 academic years of post-high school study (60 semester or 90 quarter hours) OR associate’s degree OR a combination of education and experience. 

The required education must lead to a bachelor's degree with specialization in or directly related to the field in which the student trainees will receive training on the job (i.e. Business Administration, Accounting, Finance, etc.)

Graduated students are not eligible for this position.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement.)  Therefore, applicants must report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.  Applicants can verify accreditation at the following website:  All education claimed by applicants will be verified by the appointing agency accordingly.

Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
