About the Position:
The Information Technology Specialist (Information Security) position is located at the Information Assurance Division, Information Assurance Compliance Branch, Fort Bliss, TX.

 

About Fort Bliss: Fort Bliss supports 20,000 troops and will grow to over 39,000 troops as part of Army re-stationing. It is home of elements of the First Armored Division, FFID, and U.S. Army Sergeants Major Academy, transforming to a FORSCOM- Mountain Maneuver mission. It has the full scope of base support services, and a major Medical Center. Fort Bliss plays a vital role in the largest American city on a U.S. International border, El Paso, TX.

Serve as an IT Specialist for the Information Assurance Compliance (IAC) Branch, reporting to the Chief, IAC Branch performing work independently or as a member of a team, in the administration, development, delivery and support of IT systems and services. Ensure the confidentiality, integrity, and availability of network systems through the planning, analysis, implementation, scanning, and enhancement of IA systems and programs. Performs functions such as ensuring Information Assurance applications and software changes are downloaded and posted; analysis of computer systems vulnerabilities; search for unauthorized use of the Internet and abnormalities present on the network; and troubleshoots and restores Internet access associated with sites having been blocked by the PROXY server. Disseminates management information which assesses security events to determine impact and implements corrective actions required to ensure rigorous application of information security/IA policies, principles, and practices in the delivery of all IT services.

Specialized Experience: To qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-07). Specialized experience is defined as experience in applying IT security principles, methods (vulnerability scanning, patch management, and Information Assurance Vulnerability Management (IAVM). Experience with Information Technology tools (Gold Disk, Security Technology Information Guide (STIG) compliance); troubleshooting computer malfunctions, receiving security breaches and taking corrective action; experience in the implementation, maintenance and support of IT security applications, network, data communications, and desktop technologies."

 

To qualify applicants must meet the Basic requirement and Specialized experience.

 

Basic Requirement: To qualify applicants must possess a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks; or equivalent combinations of experience and education

OR

Experience which must be Information Technology (IT) related demonstrating each of the following competencies: Attention to detail which is demonstrated by being thorough and conscientious while attending to detail when working on the delivery of system administration services; Customer Service which is demonstrated by working with clients and customers to resolve operating problems in order to reduce system down time; Oral Communication which is demonstrated by a clear understanding of problems and related work situations in order to ensure resolution of operating system failures; Problem Solving which is demonstrated by monitoring and analyzing system performance and correcting deficiencies

 

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

 

  • Knowledge of and skilled in use of Systems Software and Operations
  • Knowledge of Customer Support
  • Knowledge of Problem Resolution

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

EDUCATION: There is no substitution of education for specialized experience at this level.

CONDITIONS OF EMPLOYMENT:

  • Incumbent must obtain and maintain a TOP SECRET security clearance.
  • Incumbent is required to sign a DA Form 5019-R, Condition of Employment for certain civilian positions identified as critical under the Drug Abuse Testing Program.
  • In performing above duties, shift work will be required to support the NEC's Network Operations Center (NOC). NOC will be a 24 hrs operations, seven days a week, 365 days a year.
  • Incumbent must possess a valid state driver's license to operate a passenger vehicle for operating government vehicles.
  • Incumbent must possess and/or obtain updated certifications per DOD Directive 8570.1-M, AR 25-2, and as detailed in the Information Assurance (IA) Training and Certification Best Business Practice (BBP). Failure to satisfactory obtain and/or maintain updated certifications IAW publication listed are grounds for termination.
  • This position is eligible for certification IAW DoD 8570-01-M, 12/19/05.
