About the Position:

This position is an Eastern Region Command position in the Defense Contract Management Agency (DCMA) Manassas in the Engineering and Manufacturing Group, duty location Manassas, VA.

Major Duties:

  • Serves as an Earned Value Management (EVM) Analyst.
  • Develops surveillance plans for the review and validation of implemented Earned Value Management systems used by major defense suppliers under the cognizance of various Contract Management Offices within Defense Contract Management Agency and other Government organizations.
  • Schedules software tools and be able to interpret standard scheduling terminology such as schedule risk assessment, Monte Carlo simulation, random seed methods, estimate to complete, measures of location and error, predictive forecast analysis, and duration-based percent complete.
  • Conducts and/or leads the conduct of in-depth analyses of Earned Value Management system contract performance information and reporting in accordance with Department of Defense policy and contractor Earned Value Management system operating procedures and related documentation to ensure compliance.
  • Improves Earned Value Management analysis methods, tools, databases, and processes.
  • Reports to supervisor on work accomplishment, problems, progress in mastering tasks and work processes.
  • Represents the team and conveys the team's findings and recommendations in meetings and dealings with customers on issues related to or that have an impact on the team's objectives, work products and/or tasks.

Specialized Experience:

  • To qualify for the GS-12 level, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-11).  Specialized experience is defined as: conducting Earned Value Management System (EVMS) audits and analyzing contractor EVMS cost and schedule performance data.
  • To qualify for the GS-13 level, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-12).  Specialized experience is defined as: conducting Earned Value Management System (EVMS) audits, analyzing contractor EVMS cost and schedule performance data and performing cost performance reporting and management oriented audits in order to evaluate the application of performance measurement systems.

A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.


B.      Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.



Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the basic entry qualification requirements, applicants must have specialized experience.
