This position is located in the Food and Drug Administration, Office of the Commissioner, Office of Management, Office of the Chief Information Officer, Office of IT Shared Services, Rockville, Maryland.

The incumbent of this position serves as a senior management and program analyst and is the primary point of contact to any acquisition related issues for the Office of the Chief Information Officer (OCIO) and Office of IT Shared Services (OITSS) as well as the supervisor of the Acquisition Team.  Specifically, the incumbent will:

 

  • Plan, direct and/or conduct various analytical studies and projects that can cross-organizational lines within OITSS, OCIO and FDA.
  • Advises and coordinates with senior management in the development and implementation of programs, policies, standards, procedures and guidelines in the areas of IT acquisitions for FDA.
  • Identifies and assesses emerging, standing, complex or precedent-setting issues impacting on OITSS service level agreements, performance management procedures, policies, activities, and resources.
  • Advise the Director, OITSS of potential emerging policy issues and the need to formulate appropriate program responses in support of new initiatives.
  • Establishes, leads and facilitates work teams (committees, task forces, work groups etc) to analyze a wide variety of issues which affect the OITSS performance management program for the service level agreements(s), and prepares recommendations for action.
  • Develops the charge for the team, assigns tasks to members, and establishes time frames for completion of tasks.
  • On behalf of the Director, OITSS and/or Director, DRM, troubleshoots operational policy questions that may arise.
  • Performs special assignments for the directors, DRM and OITSS.
  • Prepares speeches/presentations covering any and all issues involving or impacting on the OITSS for presentation by the Office Director.

In order to qualify for this position, applicants must possess one (1) year of specialized experience equivalent to the next lower grade of GS 13 or equivalent band level of responsibility in the Federal Service which has equipped you with the knowledge, skill and ability to successfully perform in this position.  Specialized experience developing a records and information management policies and procedures for an  enterprise-wide records program environment; experience performing analyses of current and proposed policies and procedures regarding records and information management for potential conflict; develop recommendations for legal compliance, increased efficiency, use of information management documentation, and utilization of information technology tools.  Experience reviewing, assessing and participating in the selection of enterprise-wide electronic records management solutions in support of a records program.
