SK-09: Applicant must have one year specialized experience equivalent to at least the GS/SK-07 which includes researching and analyzing established administrative issues; acting as liaison with individuals and groups both inside and outside an organization regarding administrative and/or organizational matters; and preparing a variety of written documents, such as staff papers, status reports, or recommendations.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
The experience requirement for SK-09 may be met by successful completion of a master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
Graduate Education: Education at the graduate level in an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
COMBINATION OF EDUCATION AND EXPERIENCE:
Equivalent combinations of successfully completed post high school education and experience may be used to meet the experience requirements. Note: Applicants who wish to substitute education for the specialized experience must provide copies of transcript(s) to receive credit.
Knowledge, Skills and Abilities: Your application will be assessed against the following KSAs in the occupational questionnaire for this announcement.
· Knowledge of principles, concepts, and methods of legal research and reference sources sufficient to locate legal decisions and court orders.
· Skill in communicating, preparing reports, drawing conclusions and recommending courses of action.
· Knowledge of document management and security measures to ensure against the release of any information that could compromise pending investigations.
· Ability to extract relevant information from a variety of complex documents, including financial records, court decisions and opinions.
· Skill in accessing computerized legal research services (PACER; LEXIS-NEXIS; and Westlaw) in order to maintain Division's case management systems (CATS 2000, the HUB and Phoenix). Manage and monitor the accuracy of data and generate reports.

HOW YOU WILL BE EVALUATED:
BASIS OF RATING: Candidates who meet the basic qualification requirements for this vacancy will be rated according to the Category Rating Procedures. This means that candidates will be assigned to a pre-defined quality category based on their application and veteran preference. Generally, only candidates in the top quality category will be referred to the hiring manager.
Individuals with veteran's preference will be placed ahead of other applicants within the rating category to which they are assigned. Preference-eligible veterans who have at least 10 percent compensable service-connected disability, and who have met the basic qualification requirements, will be placed ahead of other applicants in the highest category.
There will be three quality categories: Highly Qualified, Well Qualified and Qualified.
