This full-time temporary Winter Seasonal Biological Science Technician (Wildlife) position not-to-exceed 1 year that will total less than 1040 hours (6 months), excluding overtime in a service year is with the U.S. Fish and Wildlife Service, Region 6, National Wildlife Refuge System, National Elk Refuge, Jackson, Wyoming. The service year is the calendar year that begins on the date of the employee's initial appointment in the agency.   This appointment may be extended from year to year.  An extension of appointment without further competition may be granted based on work needs, funding, or any other condition of employment.  Incumbent may be terminated or placed in intermittent status (no pre-scheduled tour of duty) at any time.  Estimated start date January 2013.

This 1039 hour Winter temporary appointment will work in association with the "Elk Feeding" process at the National Elk Refuge with duties to include necropsies, CWD testing, environmental assessment monitoring, and the collection of climatology data, etc.  This position will require working outdoors in harsh winter conditions.

*This is a Winter 1039 hour appointment.  Employee conducts wildlife surveys of ungulates common to the Intermountain West region with an emphasis on wildlife health.  Classifies ungulates by age and sex class, observes and records animal behavior, body condition and other indices of wildlife health, identifies clinical signs of Chronic Wasting Disease, and conducts biological surveys on wildlife disease occurrences.  
*Dons and doffs Personal Protective Equipment such as protective coveralls, boots, gloves and safety glasses.  Assists with necropsies and other biological sample collection efforts.  Performs CWD sampling of retropharyngeal lymp nodes and obex.  Collects potentially biohazardous biological samples.  Properly inventory and label samples, including sorting by storage method and receiving laboratory.  Cleans and disinfects instruments and equipment used during biological sample collections.

*Uses a Global Positioning System receiver in the field to mark sampling locations; interprets aerial photos to locate sampling locations; collects technical data on environmental and habitat conditions using established research protocols; manages field data using a relational database computer program; maintains records on wildlife management activities related to environmental and habitat conditions; operates oversnow vehicles, including four-wheel drive pickup trucks, track-modified pickup trucks/large SUVs, for conducting biological surveys and assisting with resource management activities. 

Physical Demands and Work Environment:  Duties include working indoors and outdoors.  Outdoor work is performed in open water, marsh and grassland habitats resulting in exposure to sun, wind, cold, snow, dust, biting insects and other adverse conditions.  Walking, running, standing, or kneeling for extended periods of time are involved in many biological activities, while bending, climbing, lifting, carrying, and riding all-terrain vehicles over rough terrain is common.  Good physical condition and coordination as well as alert mental faculties are required.

SPECIALIZED EXPERIENCE REQUIREMENTS:

GS-05: One year of progressively responsible experience equivalent to at least the next lower grade level (GS-04 grade level is qualifying for GS-05) that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position is collecting environmental and climatological data; conducting biological surveys on wildlife and habitat conditions; keeping detailed and precise records in order to collect and report scientific data; observing and recording ungulate behavior, body condition and other indices of wildlife health; safely donning and doffing PPE appropriate for wildlife health sampling; assisting with necropsies and other potentially biohazardous biological sample collection efforts; and proper inventory and labeling of biological samples.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:

GS-05:   Successful completion of a full 4 year course of study at an accredited college or university leading to a bachelor's degree with a major field of study or at least 24 semester hours in any combination of courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics.  At least 6 semester hours must be directly related to wildlife.
Equivalent combinations of education and experience are qualifying for the GS-05 grade level, which when combined meets 100% of the qualification requirements.

If substituting education for the Specialized Experience requirement, you MUST submit school transcripts. Official or unofficial (photocopied) transcripts will be accepted. Official transcripts will be required if you are selected to fill the position. Failure to submit this documentation by the closing date of the announcement will results in disqualification from further consideration.


Foreign Education: Education completed outside the United States must have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials, commonly called a credential evaluation service or education that is recognized by the Secretary of Education from an accredited body. HOW YOU WILL BE EVALUATED:

In addition to the Specialized Experience requirement and any Basic Education requirement, the following competencies (knowledge, skills, abilities, and other characteristics) have been identified as required to satisfactorily perform the work of this position:

  • Ability to conduct wildlife surveys with an emphasis on wildlife health
  • Ability to safely don and doff Personal Protective Equipment appropriate for wildlife health sampling to assist with necropsies and other biological sample collection efforts and safely collect potentially biohazardous biological samples
  • Ability to collect and record scientific measurements, including environmental and climatological measurements in harsh winter conditions

Credit will be given for all appropriate qualifying experience regardless of whether compensation was received or whether the experience was gained in a part-time or full-time occupation. Full-time work is generally considered to be 35 to 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in qualifying activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours per week spent in such employment.

Applicant referral may be conducted utilizing a Two-Phase process. If the Two-Phase process is used, Phase 1 will consist of a review against the criteria described in this announcement to determine a pool of applicants for the Best Qualified category, who in turn will be further evaluated in Phase 2. In Phase 2, those applicants will be notified via email to provide a written narrative explanation to further detail their qualifications and experience as it relates to the requirements and criteria described in this announcement. Information, including deadlines for submission of narratives will be provided in the email. Phase 2 applicants will then be further evaluated to determine final placement into categories for referral.
