Basic Educational Requirements
A. Degree: biological sciences, agriculture, natural resources management, chemistry, or related disciplines appropriate to the position.
B. Combination of education and experience* Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Specialized Experience Requirement
To qualify for the GS-11 level, all applicants must possess at least one full year of specialized experience at or equivalent to at least the next lower grade (GS-9). Specialized Experience Requirements are defined as: Demonstrated knowledge of marine and/or coastal environmental resources; experience with marine and/or coastal environments studies or research for use in environmental documents.
A Substitution of Appropriate Education for Experience
You may substitute education (that is directly related) for experience at the GS-11 level if you have achieved:
A Ph.D. or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree.
*A Substitution of an Appropriate Combination of Experience and Education for Experience
Only education in excess of the first two years of progressively higher level graduate education toward a Ph.D. or the equivalent graduate degree may be used toward this combination.
*To determine whether your combination of experience and education is appropriate:
First determine your total qualifying education as a percentage of the education required for this grade level; then determine your experience as a percentage of the experience required for this grade level; finally, add the two percentages. The total percentage must equal 100 percent to qualify.
Note: At the GS-12 level you may not substitute education for experience.
To qualify for the GS-12 level, all applicants must possess at least one full year of specialized experience at or equivalent to at least the next lower grade (GS-11). Specialized Experience are defined as: Demonstrated knowledge of marine and/or coastal environmental resources; experience with marine and/or coastal environments studies or research for use in environmental documents; experience evaluating potential environmental impacts on marine and/or coastal environmental resources; and experience in utilizing environmental laws and regulations necessary to oversee environmental compliance on the outer continental shelf (OCS).

Education: If this position requires specific educational course work to qualify, or you are qualifying based in whole or part on education, you are required to provide transcripts as proof of meeting the requirements.
