JOB SUMMARY:

A career with the Forest Service will challenge you to manage and care for more than 193 million acres of our nation's most magnificent lands, conduct research through a network of forest and range experiment stations and the Forest Products Laboratory, and provide assistance to State and private forestry agencies.

This position serves as a Fire Dispatcher located in a dispatch center.

This is a continuously open vacancy announcement for one or more locations throughout the Forest Service. The number and location of positions to be filled will be dependent upon individual unit needs.

TEMPORARY OPEN CONTINUOUS RECRUITMENT: Most positions are expected to start in April and be filled through September. There may be some positions that start earlier and/or end later. Applicants are encouraged to apply early in the recruitment process. The first certificate of candidates will be issued to the hiring unit no sooner than five working days after the opening date of the announcement. Additional certificates will be issued upon request from the hiring unit. When there are no applicants for specific locations, the search area may be broadened when generating certificates to include locations in the closest city nearby. Some positions will have varying work schedules. Some positions may have irregular and protracted hours of work. Tours of duty include full-time or less than full-time and will involve working weekends or irregular work hours. Considerable travel may be required. Some positions involve work that requires travel away from the official duty location to remote worksites within commuting distance (49 miles).

Positions may be filled as a temporary appointment up to 6 months or as a not to exceed (NTE) 1 year which can be extended 1 additional year.

Serves as a dispatcher, receiving, filling, and tracking resource requests for fire and other emergency incidents. Follows established procedures to perform a variety of technical duties common to the dispatch of personnel, equipment, aircraft and/or supplies according to pre-defined plans or in response to resource orders from the field. Initiates requests to higher organizational levels for additional resources as needed. Maintains resource status and tracking systems and operates telecommunications systems. Collects, processes, collates and submits incident information to support fire operations (e.g. fire reports, smoke permits, spot weather forecasts, prescribed fire burn requests). Organizes and reviews completed records of all orders placed and actions taken to ensure adherence to established operating procedures. Processes and interprets weather information (e.g., spot weather forecasts, weather station observations, current and forecasted weather, lightning detection, and fuel moisture levels). Inputs data into a number of fire-related computer applications (e.g., incident qualification records, fire reporting systems, and automated dispatch systems) and makes the initial assessment of outputs. Provides critical logistical support information to supervisor and makes recommendations concerning the efficient uses of available resources. Records and maintains communication logs. Gathers information for the development and maintenance of the dispatch mobilization guide and internal dispatch operating guides. Shares information with cooperators and other interested entities.

You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided for qualifications based on education. Your application or resume must clearly show that you possess the appropriate experience requirements.

GS-05 (1) one year of specialized experience at the GS-04 level in assisting in preparing various maps, plans, guides, analyses, and special reports for dispatch use. Receiving and processing requests for equipment, personnel, and supplies in conjunction with wildland fire and emergency incidents. Following detailed procedures for processing weather and smoke management information.-OR

Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in forestry, range management, agriculture, or a subject-matter field directly related to the position, or (b) that included at least 24 semester hours in any combination of courses such as those shown or GS-4 any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science.. No more than 6 semester hours in mathematics is creditable.-OR

A Combination of Education and experience listed above.

Selective Placement Factors:

• A minimum 90 days experience performing wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume.

• Successfully completed the Primary NWCG Core Requirement of Expanded Dispatch Recorder (EDRC).

REQUIREMENTS:

Must be 18 years of age.

This position has been identified under the Interagency Fire Program management (IFPM) and is subject to selective placement factor requirements contained in the interagency fire Program Management (IFMP) Standard and Guide when filing this vacancy. IFPM selective placement factors are made up of primary and secondary National Wildfire Coordinating Group (NWCG) core Incident Management Qualifications and Required Training. The applicant must have at one time possessed these to be considered eligible for this position. Currency Requirement: applicants are not required to possess currency of the NWCG qualifications to be eligible for this position, but must be able to provide documented evidence that they have been fully qualified in the past.

You will be evaluated based on the category rating procedure as defined in the USDA Demonstration Project Plan. Applicants who meet the basic minimum qualification requirements established for the position will be placed in the Eligible category. This evaluation is based on the level of your experience, education, and/or training as determined by your responses to the Occupational Questionnaire.
