This position is located in the Technology and Operations Section of the Systems and Services Branch in the Division of Administrative Services (DAS), Office of Information and Resource Management (OIRM). This Section is responsible for information technology operations proposal and award processing, library, and IT services.

The National Science Foundation is seeking a highly qualified individual who will serve as a Management Analyst in the Division of Administrative Services. The duties of the position include the following:

Develops and implements innovative automated methods and new operating procedures to improve the efficiency of NSF proposal and award processing operations; analyzes workflow, monitors issues, and develops recommendations for new policies to improve operating efficiency; performs highly complex workflow analyses, redesign, copier management, and evaluation of impact of new projects on existing operational and technical systems; conducts analyses for training, policy changes, and reduction of management vulnerability issues associated with operations, and award and proposal processing services; performs the full range of contract management and oversight as the lead Contracting Officer's Technical Representative for proposal processing and print shop services and copier management services, writes and disseminates a variety of technical reports; anticipates and resolves audit findings requiring needed operational or policy changes. May act as COTR on other contracts as assigned e.g., library services.

To qualify at the GS-13 level you must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service. Examples of specialized experience include: planning, scheduling, and conducting projects & studies to assess the effectiveness of program operations including relocation operations, and award and proposal processing services; performing workflow analyses, redesign and integration management of new or integrated IT installations or similar systems; & designing & writing a variety of technical reports.


Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
