JOB SUMMARY:

The Defense Technical Information Center (DTIC) is the central facility for the acquisition, storage, retrieval, and dissemination of scientific and technical information (STI) supporting the Research and Engineering (R&E) needs of the Department of Defense (DoD).

DTIC provides leading edge information services and products to the DoD community and is a recognized leader in information and knowledge management innovations.

  • Provides support to the Defense Technical Information Center (DTIC) Directorate of IT Services in the planning and execution of purchases of Information Technology (IT) equipment, software, and services.
  • Is responsible for working collaboratively with technical, contracting, and management personnel during the assembly of new and renewal acquisition packages.
  • Serves as the focal point for all IT related acquisition actions supporting the IT Services Directorate and other DTIC offices.
  • Is responsible for mentoring, teaching, and monitoring the performance of more junior acquisition personnel.
  • Interfaces with entities external to DTIC such as vendors and contracting personnel.
  • Maintains historical records of all acquisitions.

TIME-IN-GRADE REQUIREMENTS: For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.

 

SPECIALIZED EXPERIENCE REQUIREMENTS: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade or pay band level within the federal service, which demonstrates the ability to perform the duties of the position, is required. 

 

Specialized experience is defined as experience planning and executing purchases of Information Technology (IT) equipment, software, and services through vendors and contracting personnel and with the use of standard office automation tools.  Experience finalizing the assembly of new and renewal acquisition packages for the Contracting Officer’s action with minimum oversight. Experience maintaining historical records of contractual and credit card acquisitions.

 

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position.  Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.  Applicants must describe how their experience meets the competencies within the body of the resume.  No separate statements addressing KSA's or competencies are required.

Competencies:

  • Knowledge of the Federal Acquisition Regulations (FAR) and other agency acquisition regulations.
  • Skill in applying the principles, practices, and methods of budget execution.
  • Skill in research, analysis, and evaluative methods and techniques to identify and resolve procedural issues and problems.

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: There is no substitution of education for the specialized experience requirement at the GS-12 grade level.
