This position is located in the Bureau of Land Management, Nevada State Office, Elko Field Office, California Trail Interpretive Center (CTIC), under the direct supervision of the CTIC Manager. The incumbent provides the CTIC interpretive expertise for the interpretive planning and providing technical, procedural and policy guidance, and operational support for the interpretive, environmental education, recreation, intern, and volunteer programs at the CTIC. The California Trail Interpretive Center is located 8 miles west of Elko, Nevada just off interstate 80 at Hunter Exit 292. The 16,000 square foot Interpretive Center is on a 40 acre-site just north of the Humboldt River at the junction of the Hastings Cutoff and the main California Trail. The site includes 15,000 square foot interpretive plaza, an outdoor wagon encampment and Shoshone camp, and just under a mile of interpretive trails. The Grand Opening of the California Trail Interpretive Center was June 2, 2012. Travel and relocation expenses will be paid consistent with the Federal Travel Regulations and Departmental policy. The CTIC Manager specifies the objectives and general scope of assignments. The incumbent is generally free to develop work plans, to devise techniques covering both routine and non-routine operations and activities and to select, modify, or use the techniques for carrying out assignments in managing the Trail Center, and interpretive programs. The incumbent is expected to recognize critical trends in interpretive program direction and/or Trail Center use, to evaluate their significance, and to plan and implement changes in interpretive programs and/or Trail Center operations. Adaptation of standard operating procedures and criteria for visitor management will generally be developed and implemented with only periodic review by higher-level management. Responsible for maintaining the Trail Center to ensure the safety of the visiting public and BLM employees and to present a positive image of the BLM. Responsible for determining preventative maintenance and replacement needs for audiovisual equipment and exhibits in the Trail Center and submitting these items to the Trail Center Manager for inclusion in the AWP. Develop and updates the Interpretive Master Plan and interpretive theme (s) for the CTIC. Responsible for ensuring that all interpretive activities are consistent with the overall interpretive theme(s) for the CNHTIC. Develop and recommend to the CNHTIC Manager modifications, revisions or additions to the overall interpretive theme(s) in response to visitor needs, resource conditions, available staffing, funding and new interpretive techniques. Oversees the interpretive activities program including monitoring staff and volunteer led programs for visitors for content and presentation style, monitoring the operation of the public contact area/information desk, developing, reviewing, and approving interpretive publications, brochures and handouts.

To qualify for this position you must meet the qualification requirements with education or specialized experience or a combination of education and experience as described below. Please ensure your resume supports experience as defined. GS-11: To qualify for the position at the GS-11 level, you must meet the requirements education and/or experience as indicated. EDUCATION 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. Major study-- natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled OR EXPERIENCE One year of specialized experience at the GS-09 level. Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. SPECIALIZED EXPERIENCE is further defined as experience in a wide range of duties associated with operating and maintaining an interpretive center or visitor center. Examples of qualifying experience include but are not limited to supervising staff, mentoring subordinates in the art and practice of interpretation, presenting interpretive training, developing and maintaining exhibits, writing interpretive publications, coordinating education programs, and working with cooperating associations and volunteers. For each period of your employment performing a mixture of duties, please indicate the approximate percent of time you spent performing each different type of duty. You must meet all qualification requirements within 30 days of the closing date of the announcement.
This position falls under the Park Ranger Series Individual Occupational Requirements standards.
HOW YOU WILL BE EVALUATED:

In addition, interviews may be conducted for this position. The interviews may be conducted on a pass/fail basis or may be scored. KSA 1: Knowledge of guidelines and procedures for planning and implementing interpretive programming. KSA 2: Ability to coordinate routine maintenance of building operations and monitor related contracts. KSA 3: Knowledge and skills in interpretation and environmental education. KSA 4: Knowledge of supervisory techniques in order to train and supervise subordinates in visitor management, protection of resources, and interpretation of resource values. KSA 5: Ability to maintain exhibits and ensures that exhibits and audio visual systems are in excellent working order.
