The Office of the Assistant Administrator, Bureau for Management (AA/M) is recruiting two senior level Management and Program Analysts to serve as senior advisors and expert consultants on matters relative to management information, coordination and program oversight.   In this position you will develop and implement methods to improve the efficiency of the Bureau by developing new and precedent setting approaches to management.  You will exercise full responsibility for carrying out all policy, programmatic and managerial matters within your purview to assure the effective and efficient operations of the Bureau.

  • Plans, establishes, and directs a quality improvement program encompassing extremely large, difficult, and diverse projects for the Bureau for Management; analyzes and evaluates long-range activities, and provides recommendations to improve the effectiveness of operations in meeting mission-critical goals and objectives.
  • Computes and estimates the effect of proposed changes in legislation or regulations to determine impact on management or agency goals; provides broad analysis and develops appropriate cost-sharing mechanisms, full cost methodologies, and consumption data.
  • Develops and implements procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems, such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets; coordinates the development and integration of management processes and business systems documentation.
  • Evaluates and analyzes agency-wide programs, functions, and organizations to determine whether the management systems in current use efficiently accomplish the objectives sought, and whether they provide the controls necessary for sound management.
  • Conducts program effectiveness or the improvement of complex program and management processes and systems encompassing difficult and diverse functions or issues that affect critical aspects of the major programs of the M Bureau and/or USAID.
  • Reviews productivity in all areas, monitors problem areas, and oversees implementation of solutions that will eliminate them; recommends actions necessary to maintain or improve the quality and quantity of operational services that involve the introduction or refinement of automation, reorganization of operating sections and units, reassignment of personnel, development of proposals to increase the organization's resources, or other actions. 
  • Researches, analyzes, and provides expert technical advice and assistance on complex program issues, such as issues or problems which impact substantive, mission-oriented programs.

In order to qualify at the GS-15 level you must meet 1-year of specialized experience in the Federal service equivalent to the GS-14 grade level.  Examples of qualifying specialized experience include:  Provided advice and guidance to senior management, established managerial policies and procedures for an organization or for agency-wide programs, analyzed existing programs and projects and provided needs assessments and made recommendations for improvements, assessed the effectiveness of administrative control systems, used complex analytical and evaluation techniques to interpret internal management studies results conducted by other offices or overseas missions or contractors to assess the validity, effectiveness and possible application; provided expert consultative serves by to senior management on major mission or organizational issues. 


Time in grade must be met by the closing date of this announcement.  This means applicants must have served 52 weeks of service at the GS-14 grade level to be considered for this position.
