The Office of the Chief Financial Officer (OCFO) will shape an environment in which USDA officials have and use high quality financial and performance information to make and implement effective policy, management, stewardship, and program decisions. OCFO leads the way to fiscally sound, cost effective program delivery, supported by reliable financial management information and infrastructure. 

The mission of the Associate Chief Financial Officer for Financial Systems (ACFO-FS) is to provide effective and efficient tools that are used to ensure proper financial management of USDA agencies at the corporate level, and that adequate financial records are maintained for accountability and reporting to the Inspector General, Congress, other Federal agencies, and to the public.

This position is located in the Office of Chief Financial Officer, Associate Chief Financial Officer for Financial Systems (ACFO-FS), Corporate Mixed Systems Division (CMSD).

The incumbent of this position is a team member and/or team leader responsible for planning, installation, configuration, and maintenance activities of the SAP financial system for the USDA. The incumbent serves as a technical authority and ensures the reliability, availability, and serviceability of the SAP financial system for the USDA.


As an IT Specialist (SYSADMIN), you will be responsible for the following:

·         Technical administration of SAP landscapes that include BASIS. Enterprise Portal, and/or Process Integration (PI) support, installation, configuration, upgrades, performance tuning and monitoring.

·         Supporting SAP technical infrastructure components that run on Advanced Business Application Programming (ABAP) and/or JAVA stacks.

·         Performing troubleshooting and root cause analysis of issues in the landscapes.

·         Researching and installing Enhancement packages and SAP delivered business content for SAP applications.

·         Configuring early watch/service level reports and monitoring alerts using Solution Manager.

·         Assisting in creating the roadmap and strategy for SAP solutions and the key components, planning and designing the architecture of SAP systems, evaluation and application of  SAP kernel patches and support packs, performance of Oracle database administrator  functions for SAP landscapes, and the maintenance of  multi-landscape environments through client copies, system refreshes, and transport management.

·         Maintainin multi-landscape environments through client copies, system refreshes, and transport management.

·         Performing SAP profile parameter changes, workload analysis, system error analysis, and establishment of standard SAP background jobs, system health checks, and monitoring.

·         Conducting analysis of system performance, database performance, system health checks, and implementation of tuning improvements.

·         Developing landscape strategies and batch scheduling; maintaining and troubleshooting ABAP and Java stacks. 

·         Developing procedures and guidelines related to modifying, upgrading, and applying patches to SAP related systems and components. 

·         Participating in the backup, recovery, configuration, upgrade, and monitoring of Oracle databases in the SAP landscapes and the designs, builds, tests, deliveries and maintenance of the SAP PI technology and initiatives.

Specialized Experience:

GS-11: One year of specialized experience, equivalent to the (GS-09) level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with the particular competencies to successfully perform as an IT Specialist (SYSADMIN). Examples of such experience include: developing modifications to parts of a system that required significant revisions in the logic or techniques used in the original development; experience working with SAP; resolving routine production issues; performing testing, supporting upgrades, maintenance efforts, troubleshooting, and correcting of complex or unusual problems, incidents and requests involving interface and interoperability of SAP system components and associated technologies; performing testing; supporting upgrades; maintenance efforts; troubleshooting; correcting problems; monitoring/tuning the SAP system performance; and providing customer support services for systems.


GS-12: One year of specialized experience, equivalent to the (GS-11) level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped me with the particular competencies to successfully perform as an IT Specialist (SYSADMIN). Examples of such experience are progressive from the previous grade-level in addition to serving as a technical expert for analyzing the performance of new and existing equipment to improve system and network configurations; experience working with SAP Enterprise Portals from a basis perspective and SAP Basis system administration; resolving complex production issues; performing testing, supporting upgrades, maintenance efforts, troubleshooting, and correcting of complex or unusual problems, incidents and requests involving interface and interoperability of SAP system components and associated technologies; monitoring/tuning the SAP system performance; providing customer support services for systems involving a wide variety of different platforms, operating systems, applications, and desktop configurations; and managing server systems in an enterprise-level environment.

Selective Placement Factors: In addition to meeting specialized experience, applicants must also show proficiency in the competencies listed below: 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.

Education may be substituted for specialized experience in the following:


GS-11: Three years (54 Semester hours) of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
