The mission of the National Finance Center: To design, develop, implement and operate, cost-effective, financial, administrative, and management information systems and services supporting missions of the USDA and its customers. 

This position is located in the Office of Chief Financial Officer, National Finance Center (OCFO/NFC), Government Employees Services Division (GESD), Human Resources Line of Business (HRLOB) Directorate. Human Capital Management Branch (HCMB), Testing Section .


Area of Consideration: Applications will be accepted from current, permanent employees of the Office of the Chief Financial Officer (OCFO), New Orleans.  This includes the Controller’s Operations Division (COD), the Associate Chief Financial Officer for Financial Systems (ACFO-FS), and the National Finance Center (NFC).
Selected employee will work a fulltime tour of duty, however, the start and end time of the tour will be determined by the supervisor, based on the needs of the office.

The primary purpose of this position is to analyze, test, evaluate, and improve the effectiveness of National Finance Center (NFC) systems and operations.


As a Program Analyst, you will be responsible for the following:


  • Develops and issues external procedures that provide detailed instructions to all USDA agencies and other Federal agencies serviced by NFC to access and use NFC's automated systems.
  • Develops and issues comprehensive internal procedures, desk guides, and Management Directives for use by NFC supervisory personnel and operating units.
  • Prepares comprehensive analysis of issues affecting EmpowHR Help Desk, Legacy Payroll/Personnel Systems, and other NFC business lines quality, cost effectiveness, and timeliness within established timeframes.
  • Proposes and participates in studies to analyze and evaluate the effectiveness of planned or existing systems and operations.
  • Reviews public laws, USDA, Departmental, and Federal regulations, audit reports, and policy statements to determine their impact on NFC's automated systems and procedures.
  • Conducts meetings with NFC and agency personnel to resolve procedural problems, implement more effective processing techniques, or to identify agency-specific requirements.
  • Initiates, coordinates, and conducts training sessions and discussions with NFC's management, staff, and operating personnel to thoroughly train all levels to effect system changes and to implement new or redesigned systems.

At the GS-09 level:

One year of specialized experience that must have been at least equivalent to the (GS-07) level of specialized work experience in the Federal service that included evaluating the effectiveness of procedures and proposed changes to automated payroll/personnel processing systems.


Time-In-Grade: Must have held a GS-07 position or equivalent for at least one year. 


At the GS-11 level:

One year of specialized experience that must have been at least equivalent to the (GS-09) level of specialized work experience in the Federal service that included analyzing, testing, evaluating, and improving automated payroll/personnel processing systems and operations and making recommendations on procedures and proposed changes.


Time-In-Grade: Must have held a GS-09 position or equivalent for at least one year. 




Education may substitute for minimally qualifying experience at the following grade levels:


At the GS-09 level:

A Master’s degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master’s degree or equivalent graduate degree.


At the GS-11 level:

A Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.


Combining Education and Experience: Combinations of successfully completed graduate education in excess of one year and experience may be used to meet total qualification requirements and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify.


Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement.)  Therefore, applicants must report only attendance and degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. 3. Ability to prepare instructions, procedures, desk guides, and directives regarding payroll/personnel systems and other NFC business line operations. 


4. Ability to provide efficient and effective customer service to resolve issues or inquiries regarding automated systems and operations.


Your ranking is based on your responses to the assessment questionnaire and the documents you submitted. You must receive a rating of 90 or above to be initially referred for employment.
