JOB SUMMARY:

The Installation Management Command (IMCOM), G9 mission is to create and maintain "FIRST CHOICE" Morale, Welfare, and Recreation (MWR) products and services for America's Army, essential to a ready, self-reliant force.

The Contract  Specialist (Trainee) at the Central Region serves as the main point of contact providing customer service to one or more assigned Garrisons.

Assists customers with the development of specifications, acquisition plans and strategies.  Processes all procurement actions on behalf of assigned Garrison(s) to include soliciting supply and service actions using simplified and formal acquisition processes.  Prepares reports and provides input for process improvement.  Works in a team environment.

Duties at the NF-03 level:

 

In a developmental capacity, receives training and close supervision in the performance of duties and responsibilities as set forth in the position guide for Contract Specialist, NF-4, AM363.

Gradually assumes more responsibility and learns to perform the full scope of the duties required of the position. Completes a prescribed agenda of formal/informal classroom and on-the-job training and self-development as set forth in the individual Training Development Plan.

Non-competitive promotion of the incumbent of this position may be effected after one year of satisfactory performance provided the target position guide is classifiable to its present title, pay plan, series, and pay band level at the time the incumbent is performing the full scope of the major duties under the proper level of supervision.

Includes other related duties as assigned.

 

Duties at the NF-04 level:


Manages assigned contracts and projects including all pre- and post-award contracting functions and team coordination with all affected activities (i.e., requiring activity, legal, accounting). Interfaces with Policy Division on procurement policies and procedures as required. Provides guidance to customers, colleagues and subordinates with policy set forth by NAF Contracting. Recommends improvements in contracting procedures and develops corrective action plan. Uses automated procurement system in the performance of duties. Provides information for various management information reports and input for the Strategic Plan. Assists other division members as needed and participates in special projects. Responds to customers (internal and external) in a timely, courteous, knowledgeable and helpful manner. Maintains effective and supportive relationships with contacts and takes initiative to resolve areas of disagreement. Handles difficult situations with tact and diplomacy. If appointed, may serve as a warranted contracting officer. Seasoned and experienced specialist may perform the duties of acting team leader as required.

Qualifications at the NF-03 level:


Work experience or education indicating an acquired knowledge of pre-award and post-award procedures to plan and conduct the contracting process from the description of the requirements through contract delivery. Must have excellent organizational skills; be highly skilled in written and verbal communications. Must be proficient in Microsoft Windows, Word, Excel, and other software as required. Ability to meet stringent deadlines in a fast-paced environment.

Preferred are those candidates who possess a bachelor's degree. 
Ability to multi-task, prioritize work and work under pressure. Excellent interpersonal skills, self initiative and project management skills are desirable.  Obtain recommended certification level within specified period and maintain certification in accordance with Training, Career and Certification Management Program.


Qualifications at the NF-04 level:


Work experience directly related to the duties described above. Must have excellent organizational skills; be highly skilled in written and verbal communications. Must be proficient in Microsoft Windows, Word, Excel, and other software as required. Ability to meet stringent deadlines in a fast-paced environment.


Preferred are those candidates who also possess a bachelor's degree, CPCM, DAWIA level I/II or NAF Training, Career and Certification Management Program (TCCMP) Level I/II contracting certification.

In addition, must be able to perform price analysis, apply factors for determining contractor responsibility and experience issuing solicitations.  Familiarity with IDIQ contracts and Multiple Award Schedules.  Ability to interpret and apply rules, regulations and policies.


Conditions of employment:

 

1. A one-year probationary period may be required upon selection.

2. You must meet all qualification requirements by the closing date of this announcement.

3. 5. Social Security Card must be presented at time of appointment.
6. Priority consideration will be given to current and former NAF and current DOD APF employees serving in a continuous APF position without time limits for at least one year.
7. Position requires travel.
8. Selected applicants must complete a DA Form 3433-1 (Supplemental application form) as condition of employment.
