JOB SUMMARY:

The USITC is an independent Federal agency that adjudicates import injury cases and provides the President and Congress with high quality analysis and technical support on international trade, tariff, and competitiveness issues.

This position is located in the Office of the Chief Information Officer, Office of Information Technology Services, E-Business Services Division.  As an IT Specialist, the incumbent will serve as a software engineer carrying out work that involves the design, development, documentation, testing, installation, maintenance and support of new or existing web-based software applications.   The incumbent will work as an integral member of a software development team which employs Agile, test-driven development methodologies.

The incumbent is responsible for designing, coding, testing, documenting, deploying and maintaining web-based software applications using the current technologies and methodologies adopted for use within the USITC.  Technologies currently in use by the USITC include frameworks such as Spring, Hibernate, Grails and Ext JS; programming and scripting languages and libraries such as Java, JQuery and JavaScript; PostgreSQL RDBMS; and the Red Hat Enterprise Linux operating system.  The USITC follows an Agile, test-driven development approach with a strong emphasis on unit testing and continuous integration.  The incumbent performs these duties as a member of a development team under the guidance of the Division Manager and the Lead Software Architect.  The incumbent will incorporate state-of-the-art concepts and technologies in designing and developing software applications which meet user requirements while ensuring system security through rigorous application of information security/information assurance policies, principles, and practices to the delivery of application software services.  In providing solutions to user requirements, the individual follows industry-standard best practices throughout the software development lifecycle.  The individual also provides Tier 3 technical assistance for resolving reported problems related to agency websites and web applications currently in production.

To minimally qualify at the GS-13 level, you must have one full year of specialized experience equivalent to the GS-12 grade level or comparable pay band in the Federal service or equivalent experience in the private sector.  Specialized experience is 1) applying accepted software engineering principles and practices throughout the system development lifecycle to design and develop web-based software applications in a multi-platform environment using leading edge software technologies; 2) serving as a member of a development team with responsibility for specific aspects of a system’s end-to-end technical implementation; 3) ensuring implementation of information management security practices, and 4) researching and analyzing the adoption of new and innovative IT advances.

To minimally qualify at the GS-14 level, you must have one full year of specialized experience equivalent to the GS-13 grade level or comparable pay band in the Federal service or equivalent experience in the private sector.  Specialized experience is 1) applying accepted software engineering principles and practices throughout the system development lifecycle to design and develop web-based software applications in a multi-platform environment using leading edge software technologies; 2) leading a development team with responsibility for all aspects of a system’s end-to-end technical implementation, including both hardware and software architecture for a system; 3) ensuring implementation of information management security practices; 4) advising senior staff regarding highly technical issues, especially regarding the adoption of new and innovative IT advances; and 5) developing policies and procedures regarding the governance and maintenance of software systems. 

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
