This position is located in the Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID), Office of Science Management and Operations (OSMO), Office of Mission Integration and Financial Management (OMIFM), Budget and Financial Management Branch (BFMB).
You will serve as a Financial Management Analyst advising on matters of budget and financial issues affecting national programs within the assigned mission area.

If selected for this position, you will perform the following duties:
Project and analyze the potential effects of budgetary actions on program viability and attainment of program objectives.
Develop, recommend, and implement budgetary/financial policies based on analyses.
Provide advice to Institute staff on actions and ramifications of policy and programmatic adjustments on costs and budget issues.
Examine costs and estimates, and develop alternative or new cost methodologies to produce independent cost estimates.
Investigate new cost methods and approaches, develop complex financial models, propose new cost strategies, and develop cost estimating policies using a wide range of analytical and statistical techniques.
Review and edit narrative justifications prepared by program officials.
Research information for a wide variety of regular and special reports requested by the NIH, DHHS, OMB, Congress, and others.
Identify trends and patterns suggesting possible categorical growth and amount of program support in relation to increased requirements.

You must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: conducting financial analysis; developing reports, presentations, or briefings materials on financial management; reviewing budget justifications; and analyzing information to identify trends, issues, and decision points.
