This position is located in Assistant Commandment for Command, Control, Communications, Computers and Information Technology. Information Systems & Infrastructure, Washington, DC.

Note:  Currently this position is located at 1900 Half Street, SW, Washington, DC.  In the Summer of 2013, this position will relocate to new facilities being constructed at the historic St. Elizabeths west campus located at 2701 Martin Luther King Jr. Ave. SE, Washington DC 20020.  The historic campus is currently under renovation and will eventually serve as the new DHS Consolidated Headquarters Campus.  Information on this new site can be found on the Coast Guard web page at, and at GSA's web site

This primary purpose for this position is to provide planning, budget, oversight, requirements integration, development, acquisition and operation for military personnel, military payroll, civilian personnel tracking, training administration, health care and safety applications. 

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.


Typical work assignments include:

- Performing work in the development, testing, implementation, evaluation, and maintenance of software systems to accomplish the work of the agency through automation.

 - Working with customers to identify automation needs.

- Gathering and refining functional requirements.

- Outlining the parameters and characteristics of a computer system.

- Serving as an agency technical authority for new and advanced computer systems software affecting agency-wide automated systems.

- Resolving critical ADP problems with innovative solutions.

- Developing policies, procedures, guidelines, and standards for the planning, development, integration, implementation, and evaluation of automated systems and subsystems to meet the overall information needs of the agency.

Applicants must possess one full year of specialized experience equivalent to the GS-12 level in federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Analyzing network services, equipment, and software reliability and utilization using time monitoring techniques and tools to identify and define problem areas; Coordinating, planning, and satisfying user requirements for telecommunications equipment; Reviewing, revising, and executing budgets for systems, services, and circuits.; developing management directives, contingency plans, and standards for operation.

  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Knowledge of a specialty area (e.g, applications system design, database management, computer equipment analysis, system software design, systems programming) to serve as the agency authority for implementation of Commercial Off-the-Shelf Software (COTS).


Ability to support and apply project management principles, practices, and methods.


Skill in troubleshooting and resolving technical problems with computer systems and/or software.
