You will serve as a senior financial management analyst, accounting and budget disbursement, with responsibility for planning, programming, budget formulation, presentation, and execution. Duties performed require a comprehensive knowledge and understanding of the principles and objectives of planning, programming, and budget administration and require thorough knowledge and skill in the application of related laws, regulations, policies, precedents, methods and techniques of planning, programming, budgeting and execution. Responsible for providing technical advice and guidance to other analysts and managers engaged in the execution of the mission.

SPECIALIZED EXPERIENCE GS-11: Applicants must possess one year of specialized experience at the GS-09 or next lower qualifying pay band or equivalent grade under the General Schedule or other pay systems. Specialized experience includes work that provides service performing two out of three of the following duties1) plan, administer, and monitor expenditures to ensure cost-effective support of programs and policies; 2) interpret and apply laws, regulations, policies, standards, or procedures to specific financial issues; and 3) utilize a variety of cost estimating/cost analysis/financial analysis techniques to develop and provide recommendations for alternative methods of financial management.

EDUCATION: A Ph.D., or equivalent graduate degree, or three full years of progressively higher level graduate education leading to such degree, or completion of all requirements for an LL.B or J.D. degree from an accredited college or university. (NOTE: You must attach a copy of your transcripts)

-OR-

Specialized experience as described in A, but less than one year; and I have less than three years of graduate-level education as described in B. I have computed the percentage of the requirements that I meet and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) • Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

 

 • Time in Grade Restriction: Must have 52 weeks of Federal service at the lower grade (or equivalent).

 

SPECIALIZED EXPERIENCE GS-12: To qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-11) or equivalent under other pay systems in the Federal service which includes work that involves experience in the accounting activities, logistics operations, command and support activities, and basic administration and their applications within the framework of GFEBS cost accounting structure to enable higher level visibility of all cost expended in conjunction with an operation. Also familiar with Operation Data Storage, FMIS, etc.; accounting policies and standards; solving problems relative to maintaining automated financial systems; administering a data administration program and advising the command of the direction of its financial systems.

 

• Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas: 1. Knowledge of budgetary policies, procedures, and regulations

2. Knowledge of the sources, types, and methods of funding for assigned budgets

3. Knowledge and skill in analyzing and evaluating the effects of continuing changes in program plans

4. Knowledge of financial systems and other programs


OTHER REQUIREMENTS: 
•  Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
