-  Performs simplified acquisition functions for materials/supplies/services.

-  Receives requisitions from customers within MTAO and field offices, reviews them for accuracy and completeness, adequacy in description, to include proper approval from appropriate administrative authorities, and determines the proper source of supply.

-  Provides up-to-date procurement information and instruction to charge card holders with purchasing authority.

-  Conducts contract administration of all purchase orders assuring compliance with terms and conditions of the purchase document and adherence to the specifications and/or statements of work.

-  Determines the need for Blanket Purchase Agreements (BPAs).

GS-05:  Successful completion of 4 years above high school leading to a bachelor's degree -OR- 1 year of Specialized Experience equivalent in difficulty and complexity to at least the GS-4 level in the Federal service -OR- combination of education and experience. 

GS-06: 1 year of Specialized Experience equivalent in complexity and difficulty to at least the GS-05 level in the Federal service.

DEFINITION OF SPECIALIZED EXPERIENCE: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:

GS-05: Experience must include purchasing materials, supplies, and services for an organization using different purchasing methods.

GS-06: Experience must include purchasing materials, supplies, and services for an organization using different purchasing methods, and requesting quotes, selecting vendors, and maintaining required related documentation. 

SELECTIVE PLACEMENT FACTOR: All applicants must possess a Federal Acquisition Certification in Contracting (FAC-C) -OR- currently meet the requirements to obtain a Level I certification. If you have a current FAC-C or equivalent certification, you should submit a copy with your application. In order to obtain a FAC-C, you must first meet one of the following: - completed a four-year course of study leading to a bachelor's degree with a major in any field -OR- completed at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management -OR- be a current Federal employee who has maintained warrant authority continuously (with no break in service longer than 90 calendar days) since January 1, 2000, or before. NOTE: If you do not possess a current FAC-C or equivalent certification, you will be required to complete mandatory contract related course work. The course work will be a combination of classroom and on-line training during work hours. To maintain your FAC-C, the selectee will be required to complete 80 hours of continuous learning in acquisition-related subjects every two years, which will require travel to training locations, in addition to any other specific training as may be required by the Department of the Interior. Failure to obtain or maintain a FAC-C may result in adverse action up to and including removal from your position.

Category rating and selection procedures will be used for evaluating this position.  If you meet the basic qualification requirements, your on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of your experience, education, training, etc., for placement in one of the following categories:  1) Highly Qualified, 2) Qualified.  Qualified candidates will be assigned a numerical score on a scale of 70-100 and Veterans with preference will be placed at the top of their respective category.  The assessment questionnaire will take you approximately 30 minutes to complete.

Applicants will be further evaluated on the following “Knowledge, Skills and Abilities (KSAs)” through your resume and responses to the online questions. 

1.  Knowledge of Federal procurement regulations and procedures.

2.  Knowledge and skill in contract and procurement transactions including specific contract clauses or terms.

3.  Knowledge of and skill in methods and techniques of fact-finding, analysis, and resolution of problems.

4.  Skill in utilizing software programs to conduct market research and process procurement documents such as requisitions.

5.  Ability to effectively communicate orally and in writing.
