Welcome to the U.S. Chemical Safety & Hazard Investigation Board.

Area of Consideration:  

This is a Recent Graduate position in the Pathways Program within the US Chemical Safety and Hazard Investigation Board. The program duration is one year and upon successful completion of program requirements, the incumbent may be converted to a term, career, or career conditional position.

The CSB is seeking qualified recent graduate to work as a member of our chemical incident investigation team in Washington, DC or Denver, CO.

The Chemical Safety and Hazard Investigation Board is currently seeking bright and highly-motivated applicants for the Recent Graduates Program. The purpose of the Recent Graduates Program is to provide recently graduating students with  an entry-level developmental experience designed to lead to a civil service career in the Federal Government.

The Chemical Safety and Hazard Investigation Board is an independent safety investigation agency. The mission of the CSB is to enhance the health and safety of workers and the public, and to protect the environment by uncovering the underlying causes of accidental chemical releases and using these findings and supporting research to promote preventive actions by both the private and public sectors. The incumbent of this position will participate in investigations of industrial chemical accidents in an assigned functional area, and participate in the analysis of evidence gathered.  You will prepare draft outlines, factual and analytical reports, and prepare exhibits, tables, charts, and graphs, identifying and addressing relevant safety issues.  Also, you will actively participate in all planning meetings related to the investigation and the report.  When required, you will participate in conducting safety studies relating to investigation issues.  You will be deployed on short notice to the site of chemical accident two to three times a year. The average length of these deployments is between seven to ten days.  You will screen incidents for potential deployments. You will also perform routine administrative duties assigned by your supervisor.

QUALIFICATIONS REQUIRED:

In order to be eligible for the Recent Graduates Program, the following qualifications must be met:

 

• Be a U.S. citizen;

• Possess a qualifying associates, bachelor's, master's professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution, within the previous 2 years;

 

Applicants for the GS-07 grade level must possess one year of experience equivalent to at least the GS-05 level.

 

GS-07: Applicants must have a Bachelor’s degree and a least ONE of the qualification requirements described below.

EDUCATION (Undergraduate and/or Graduate): SUPERIOR ACADEMIC ACHIEVEMENT PROVISIONS: A bachelor's degree in any field, plus at least one of the following superior academic achievement provisions:

• Grade-point average (GPA) of B (3.0 or higher on a 4.0 scale) for all completed undergraduate courses, or courses completed in the last two years of undergraduate curriculum; or,

• Grade-point average (GPA) of B+ (3.5 or higher on a 4.0 scale) for the required courses in your major field of study, or required courses in your major completed in the last two years of undergraduate study; or,

• Rank in the upper one-third of your class in the college, university, or major subdivision at the time of application; or,

• Elected to membership in a national scholastic honor society, other than freshman honor societies. Honor societies that have been approved are listed in the Association of College Honor Societies: Booklet of Information (1992-95) and/or Baird's Manual of America College Fraternities (1991).

 

To verify your claim for this position, please submit a college transcript(s) showing that you maintained a grade point average (GPA) of 3.0 or higher out of a possible 4.0 for all 4 years of undergraduate courses, or, on all undergraduate courses completed during the final 2 years of your curriculum, including all transferred courses. GRADUATE EDUCATION: One full year of graduate level study, or a master's or higher degree, e.g., LL.B.,J.D., if related, you may qualify for a GS-7.

 

SPECIALIZED  EXPERIENCE: Specialized experience is defined as applying basic chemical incident investigation theories, principles, techniques, and standards to perform basic chemical incident investigation assignments.

Combination of education and experience which together qualifies for the GS-07.

Applicants for the GS-09 grade level must possess one year of experience equivalent to at least the GS-07 level.

GS-09:  Applicant must have a master’s degree or equivalent graduate degree from an accredited college or university.

SPECIALIZED EXPERIENCE: One year of specialized experience at or equivalent to Federal service at the GS-07 level. Specialized experience is defined as skill in fact-finding research and analysis of programs; ability to analyze and evaluate of operations, processes, and programs; oral and written communication skills and the ability to prepare reports and presentations.


A combination of education and/or experience may substitute for the specialized experience requirement.

 

Only education from institutions which are accredited or preaccredited/candidate for accreditation may be used to meet education requirements.

 

Recent Graduates Program

Possess a qualifying associate's, bachelor's, master's, doctorate, vocational or technical degree or certificate from a qualifying educational institution, within the previous 2 years;

Conditions of Employment:

 

Recent Graduates must sign a Participant Agreement that sets forth the expectations for the program.

 

The duration of an excepted service appointment in the Recent Graduates Program is a trial period.

 

Appointment under the Recent Graduates Program may not exceed two years. Appointees may be non-competitively converted to the competitive service after successful completion of at least one year of continuous service, in addition to all of the requirements of the Recent Graduates Program.

PHYSICAL REQUIREMENTS

Individuals conditionally selected for this position must pass a pre-appointment physical examination.  In addition they must meet the following physical requirements for the position as required by CSB.  Performance of the duties of this position requires the ability to wear and operate the full range of personal protective equipment, including respirators.  Performance of the duties of this position also requires the ability to engage in moderate to strenuous levels of physical exertion involving walking and standing, climbing ladders, working in and moving through confined spaces, and working at high elevations for the purpose of documenting and gathering evidence.  The ability to maintain these levels and types of physical exertion for extended periods of time, in a range of weather conditions, and while wearing personal protective equipment is required.  Manual dexterity with range of motion of finger, wrist, elbow, shoulder, hip and knee joints sufficient to allow successful performance of the essential functions of the position is also required.  Arms, hands, legs, and feet must be sufficiently functional to allow satisfactory performance of the essential functions of the position.  Vision and hearing must be sufficiently acute to allow satisfactory performance of the essential functions of the position.  Any physical condition that would cause the individual to pose a significant risk of substantial harm to himself/herself or others is disqualifying.
