This position is located in the Technology and Operations Section of the Systems and Services Branch in the Division of Administrative Services (DAS), Office of Information and Resource Management (OIRM). This Section is responsible for information technology operations proposal and award processing, library, and IT maintenance.

The National Science Foundation is seeking a highly qualified individual who will serve as a senior IT Specialist in the Division of Administrative Services. The duties of the position include the following:

Develops Outreach and training materials, and develops and changes functional requirements into IT requirements; Develops standard operating guidance for all SSB staff and contractors in the use of new technology SSB supported databases, including but not limited to: library retrieval systems, conference room scheduling system, Fastlane and PARs panel registration and reimbursement systems.

 

Provides analytical and technical expertise to translate business rules into IT technical requirements, and to design, prototype, implement and manage solutions for various IT applications. Provides procedural, policy, and technical expertise to the Division of Information Systems and other NSF parties involved with the IT project development, design, upgrades and pilots supporting commercial applications, awards processing and financial databases within NSF.

 

Informs senior management of changes that may impact the management of NSF programs administered by DAS, as well as new and emerging IT changes. Performs independent research using a wide variety of unrelated sources. Designs, writes and disseminates a variety of technical reports that require the retrieval of highly complex raw data and analysis, and its inclusion into appropriate report formats; and Representing the Division and Section as a senior advisor and authority on agency and interagency working groups and teach to plan new IT systems and upgrades to existing systems.

To qualify at the GS-13 level you must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Examples of specialized experience include: Information systems analysis, design, testing, & implementation; Integration of new applications with existing information systems, maintaining data integrity, Translation of strategic planning objectives into tactical process plans; Coordination of applications development, special information systems projects and new computer program development.


Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
