This position is located in the Workforce Planning and Analysis Branch (WPAB), Division of Human Resource Management (DHRM), Office of Information and Resource Management (OIRM), National Science Foundation (NSF).  The WPAB is responsible for Human Capital (HC) accountability, workforce planning analysis, HC management program and policy development, HC automation and reporting, change management, and business process re-engineering efforts.

Are you a successful IT Project Manager with experience leading cross-functional project teams in the development of data warehouses and business intelligence reporting?

We want you to help us develop a robust IT framework that enables the achievement of Agency strategic objectives and identification of operational efficiencies!

The Workforce Planning and Analysis Branch (WPAB) at the National Science Foundation (NSF) wants to draw on your expertise as we develop a Human Capital (HC) Data Mart as part of our Enterprise Business Intelligence build-out.

As the HC IT Portfolio Manager you will provide project management support and oversight to a growing cadre of HC information technology investments. Your skills will enable you to serve as a technical authority and advisor on HC systems-related projects for the Agency. As the main HC technical liaison within the DHRM, this position is responsible for cooperation and daily relationship management with a variety of internal and external stakeholders.

You will draw from your experiences as a successful IT project manager overseeing data warehouse development and reporting in your role as a technical authority and senior advisor to the WPAB Chief and staff. You will oversee the planning, implementation, maintenance, administration, and governance of the HC data warehouse and the business intelligence analytic tools created and used within this application (including reports, dashboards, etc.). You will coordinate the consolidation of external data sources in the Agency’s HC data warehouse to enable broad analytic capabilities across various datasets. Ultimately, your efforts will turn towards integrating the HC data with data from other NSF business lines enabling the agency to apply enterprise-wide analytics and Business Intelligence reporting.

Other aspects of your work include:

  • Establishing 3-5 year HC IT portfolio objectives and budget projections by project.
  • Establishing and managing a governance structure for HC systems.
  • Translating management goals and objectives into requirements to monitor program goals and priorities.
  • Recommending, coordinating and establishing DHRM processes to support the strategy and alignment across NSF internal and external Federal stakeholder groups.
  • Developing life cycle cost estimates and cost benefit analyses or economic evaluations of current or future programs.

To qualify at that GS-13 level you must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as experience that demonstrates the knowledge and ability to oversee planning, management, implementation, and maintenance of a data warehouse and experience in a human capital management (HCM) environment that provided familiarity with HCM data management, reporting and assessment tools and applications.  Examples of specialized experience for this position include data warehouse development and implementation requiring knowledge of relational database design, principles, and practices; experience with database objects including views, user-defined functions, triggers, stored procedures, and use of database languages such as SQL applied to the construction of queries; the ability to plan, implement and maintain backups and restore operations, log shipping and database mirroring; experience in creating requirements for human capital data reporting, querying and analytics; conducting data analysis, data mining and reporting for a HCM program; developing and supporting data resources needed for HCM operations; using HCM reporting systems to retrieve statistical data; conducting audits to test the human capital data integrity and reliability of programs; and evaluating HCM data and recommending program improvements based on findings.

Selective Factor:  In addition to meeting the basic qualification requirements described above all candidates must have overseen planning, management, implementation, and maintenance of a data warehouse and have experience in a human capital management (HCM) environment that provided familiarity with HCM data management, reporting and assessment tools and applications in order to be determined minimally qualified for this position. 


Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
