This Paralegal Specialist position is located in the Office of Chief Counsel (OCC), Field Operations Division, Transportation Security Administration (TSA), Department of Homeland Security (DHS).  If selected for this position, you will perform tasks and assist others under the direction of a manager, project/program manager, team leader, or more experienced employee. You will be required to share information, provide data, make written analyses, or discuss the status of a variety of cases. Established policies/procedures or instructions will provide you with detailed guidance for almost all tasks and you will refer most problems and work issues to a superior for guidance. Your work will be reviewed regularly during individual tasks and at completion to assure timeliness and quality. Your activities typically support the work of other employees and contribute to the activities of your organization.

 

Duties include:

 

  • Providing a full range of administrative support to assigned attorneys and litigation support to HQ and Mission Support Center litigation attorneys.
  • Maintaining all aspects of document management, drafting correspondence, discovery production, filing motions and briefs, protecting privileged and sensitive information (including Sensitive Security Information), and support with mission-critical software and technologies.
  • Searching for and summarizing relevant articles in trade magazines, law reviews, published studies, financial reports, and similar materials for use of attorneys in the preparation of opinions, briefs, and other legal documents.
  • Arranging interviews for witnesses for visiting attorneys.
  • Reviewing case files and drafting disciplinary notices and other sensitive adverse actions in a wide variety of personnel actions. Identifying cases that require investigation.
  • Drafting and editing non-legal memoranda, research reports, and correspondence relating to cases.

The major duties described above reflect the full performance level of this position. Typically, the lower pay bands (F Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

To qualify for the SV-F Pay Band (equivalent to GS-7/8/9), you must meet one of the qualification requirements (A, B, OR C) outlined below.

 

A. Experience:  For those qualifying using experience, your application must clearly outline one year of specialized experience at the SV-E Pay Band or GS-5 in Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Such experience includes:

  • assisting in preparing metrics, reports, spreadsheets, presentations, and secure redactions using a variety of software; and
  • applying corrections to case files before sending to trial attorneys.

OR B. Education: One (1) full year of graduate level education from an accredited college or university. 

OR C. Combining Education and Work Experience:  Combinations of successfully completed graduate courses and experience may be used to meet total qualification requirements for this position, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages.  The total percentages must equal at least 100 percent to qualify for the position.

 

Applicants who meet the qualifications listed above based on education or a combination of education and experience must provide proof of education, such as a list of completed college courses or the date and school of degree (including the number of semester or quarter hours) or transcript(s) from an accredited college or university. NOTE:  Knowledge of Adobe Professional, Microsoft Office Suite, Kronos WebTA time keeping system, and Oracle Databases including Legal Integrated Knowledge System (LInKS), and eDiscovery is desirable.

 

To qualify for the SV-G Pay Band (equivalent to GS-10/11), you must meet one of the qualification requirements (D, E, OR F) outlined below.

D. Experience: For those qualifying using experience, your application must clearly outline one year of specialized experience at the SV-F Pay Band or GS-9 in Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Such experience includes:

  • preparing metrics, reports, spreadsheets, presentations, and secure redactions using a variety of software;
  • analyzing and evaluating case files against case litigation worthiness standards; and
  • notating and correcting case file deficiencies before sending to trial attorney.

OR E. Education: Ph.D. or equivalent doctoral degree or 3 years of progressively higher education in a related field from an accredited college or university or LL.M., if related.

OR F. Combination of Education and Experience: Combinations of successfully completed post-graduate education and experience may be used to meet total qualification requirements, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the position; then determining the education as a percentage of the education required for the position; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the position.

 

GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position.  Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.  One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.  If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
