JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

You will serve as an Industrial Hygienist in the Industrial Hygiene Field Services Program (IHFSP), Occupational Health Sciences Portfolio, Army Institute of Public Health (AIPH), US Army Public Health Command (USAPHC).


These vacancies will be filled at a GS-09, GS-11, or GS-12 level. Applicants selected at the developmental GS-09 & GS-11 levels will have non-competitive promotion potential to the full performance GS-12. Candidates selected at the developmental levels will receive assignments designed to provide the competencies, skills, & experiences needed to perform at the full performance level as listed in the duties.

 
You will be exposed to a variety of unpleasant and potentially hazardous conditions during inspections, including noise and toxic chemicals. Investigations and surveys involve physical exertion such as walking, standing, climbing, bending, and carrying equipment. Occasional work will be performed in confined spaces. Protective equipment is required in some situations.

 

This is a Career Program 12 position.

    You will plan and conduct industrial hygiene surveys and health hazard studies; select the appropriate sampling procedure; research various technical publications; and report technical finding and recommendation for control or elimination of health hazards. You will anticipate, recognize, evaluate, and control occupational health stressors; assess ventilation systems; and measure and compare ventilation system performance. You will review and recommend improvements to industrial hygiene guidance and/or policy and procedures; head up teams conducting industrial hygiene surveys; participate in work groups, committees, and boards dealing with occupational and environmental health and safety matters; ensure compliance with governing laws and regulations; and mentor subordinate industrial hygiene personnel.

    Minimum Qualifications:

    Positive Education:

    A. Degree: industrial hygiene; or a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene. Courses in the history or teaching of chemistry are not acceptable.

    B. Combination of education and experience -- at least 12 semester hours of course work in chemistry, including organic chemistry, and 18 additional semester hours as specified in A above, plus appropriate experience or additional education.

    Evaluation of Education: All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university.

    Evaluation of Experience: Qualifying experience may have been obtained in field, laboratory, engineering, or other environment if the work provided a means of obtaining a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls. Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment.

     

    AND

     

    In addition to the positive education requirement, candidates for the GS-09 level must have:

    Specialized Experience: At least one year of specialized experience in the same of similar work equivalent to at least the next lower level (GS-07) in federal service requiring the application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume experience utilizing industrial hygiene concepts, principles, and practices by performing portions of inspections and/or surveys requiring the calibrating and usage a wide variety of industrial hygiene sampling instruments and equipment.

    OR

    Education Substitution: At least two (2) full years of progressively higher level graduate education leading to at least a master's or equivalent graduate degree from an accredited college or university can be substituted for the one year of specialized experience if the degree provided the knowledge, skills, and abilities necessary to do the work of the position.

    OR

    Combination of Specialized Experience and Graduate Education: Less than the amount of “specialized experience” and less than the full amount of education described in “education substitution”, but you have computed the percentage of the requirements and the total is at least 100% can be substituted for the one year of specialized experience if the degree provided the knowledge, skills, and abilities necessary to do the work of the position. (To compute the percentage, take the number of earned graduate semester hours beyond the initial 18 [or equivalent] divided by 18 semester hours [or equivalent], then take the number of months of specialized experience divided by 12 months. Add the two percentages together.)

     

    In addition to the positive education requirement, candidates for the GS-11 level must have:

    Specialized Experience: At least one year of specialized experience in the same of similar work equivalent to at least the next lower level (GS-09) in federal service requiring the application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume experience that includes utilizing industrial hygiene concepts, principles, and practices gained through routine industrial hygiene inspections and/or surveys, or assisting with portions of large and complex inspections; identifying and evaluating occupational health hazards found in operations when processes are relatively simple and routine; and experience giving general possible approaches to control harmful exposures.

    OR

    Education Substitution: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree can be substituted for the one year of specialized experience if the degree provided the knowledge, skills, and abilities necessary to do the work of the position.

    OR

    Combination of Specialized Experience and Graduate Education: Less than the amount of “specialized experience” and less than the full amount of education described in “education substitution”, but you have computed the percentage of the requirements and the total is at least 100% can be substituted for the one year of specialized experience if the degree provided the knowledge, skills, and abilities necessary to do the work of the position. (To compute the percentage, take the number of earned doctoral-level semester hours beyond the initial 36 [or equivalent] divided by 18 semester hours [or equivalent], then take the number of months of specialized experience divided by 12 months. Add the two percentages together.)

     

    In addition to the positive education requirement, candidates for the GS-12 level must have:

    Specialized Experience: At least one year of specialized experience in the same of similar work equivalent to at least the next lower level (GS-11) in federal service requiring the application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume experience that includes utilizing industrial hygiene concepts, principles, and practices gained through industrial hygiene inspections and/or surveys in a wide variety of industries requiring the use of a variety of sampling strategies and instruments and knowing the limitation of analytical methods while providing methods of control from a wide variety of health hazards including toxic chemicals, radiation, and noise.

     

    You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Knowledge of industrial hygiene principles and procedures
  • Skill in industrial hygiene field work
  • Ability to perform industrial hygiene consultative services
