This position is located in the 254th CCG, Dallas, TX.  The purpose of this position is to provide administrative support to the organization. The incumbent provides information management and direct IT workgroup management support to the organization. Incumbent coordinates with all functional areas of the Squadron, other directorates, the host communications flight, State Headquarters, and lead and gaining MAJCOMs. The incumbent provides leadership and oversight to the unit orderly room function. The incumbent plans and provides master-task training to all unit information management personnel.

As an Administrative Support Technician with the Texas Air National Guard (ANG), your duties will include, but will not be limited to:

    • Serves as the primary advisor to the Commander for all unit information management (IM) support functions.  Formulates, develops, and directs the implementation of IM policies and procedures.  Recognizes need, initiates action, directs or personally formulates new administrative policies and procedures, and recommends changes designed to improve administrative efforts or services
    • Performs duties as either unit workgroup manager (WGM) or workgroup administrator (WGA).  Coordinates with Host Base Network Control Center (BNCC) Manager concerning installing/deleting user software.  Provides software application assistance for commonly used office automation and telecommunications applications.  Works with supported users in performing Information Resource Management (IRM) concepts such as data base recovery for resident programs, moving files from one media to another, configuring user software, modifying software configuration, and performance of basic configuration management functions. 
    • Serves as the unit personnel database and automated orders system coordinator.  Assures guidance, training, support, and assistance are provided to functional areas.  Performs duties used to maintain the integrity and security of database elements and information.  Ensures access is limited to authorized individuals. 
    • Participates in small computer support program, providing training and guidance to end-users.  Works with other support personnel to train office personnel and functional end users on use of office automation computers, local and wide area networks, other automated tools, and security policies and procedures.
    • Serves as Unit Web Master or liaison.  Plans, implements, maintains and establishes local policy on the unit’s external and internal World Wide Web Telecommunications Home Pages with counsel from the Public Affairs, Legal, and Communications-Computer offices and Host Wing.  Manages and coordinates on all unit World Wide Web Home Pages to ensure compliance with established format, classification guidelines, Privacy Act and Freedom of Information Act.  Provides guidance in the design, establishment and maintenance of Web pages for supported users.
    • Plans, organizes, directs, and oversees the implementation of electronic media and computer systems within the section and throughout the administrative functions of the squadron.  This includes electronic records management, electronic publications distribution on the LAN, automated maintenance of the base and functional libraries (on computer disks), use and application of computer generated graphics, desktop publication, etc.  Ensures electronic records maintained on the LAN are preserved, maintained, and disposed of in accordance with established directives.  Manages software application training throughout the unit for administrative systems including electronic mail. Implements and monitors electronic mail policy.  Coordinates with the LAN Administrator on individual access rights to LAN-based applications.
    • Identifies, maintains, and protects official records.  Coordinates and processes requests for records and other documentary materials.  Provides research guidance, obtains materials for inquiries or counsels the requester on source.  Compiles material for reports and Privacy Act records for submission to higher headquarters.  Provides Privacy Act and Freedom of Information Act (FOIA) procedural training.
    • Ensures technicians are aware of policies, procedures and practices of senior management as they relate to the work of the unit.  Plans and schedules training activities for Drill Status Guardsmen.  Monitors the training programs for all assigned support services personnel, including Information Management (including Work Group Management), Services, Disaster Preparedness, Security, and Safety personnel.  Oversees and conducts On-the-Job Training (OJT) for personnel.  Ensures the availability of lesson plans, facilities, and training aids.  Monitors the training status of personnel and ensures the supplemental and / or remedial training is accomplished.
    • Accomplishes or assists in accomplishing a variety of military personnel transactions including appointments, enlistments, separations, promotions, duty assignments, transfers, officer and enlisted evaluations, line of duty actions, security clearances, retirements, applications for school, payroll actions, and other personnel and pay actions, and forwards same to a higher level military personnel or finance office.
    • Performs work relating to unit mobility requirements including establishment of mobility folders, passports, publication of special orders, etc.  Duties include ensuring that proper/current documents (i.e. DEERS forms, Locator cards) for all squadron personnel are provided to the Logistics Plans section.  Ensures passport applications are properly completed and provided to Wing military personnel flight (MPF).
    • Generates complex queries and reports.  Utilizes centralized personnel databases, which includes working and tracking commander’s programs, personnel data control, force management, training requirements, awards and decorations.  Develops data administration and data standardization policies.
    • Serves as the unit Security Manager or alternate, responsible for the processing of security clearances.  Provides guidance on security issues and serves as the point of contact for the Security Police regarding security issues.
    • Prepares correspondence, reports and requests for full time personnel actions, to include promotion, periodic increases and termination. Is responsible for posting Employment and Technician bulletins.  Interprets full time personnel publications and answers various questions pertaining to the Full Time Unit Support Program Uses Time and Attendance software to submit hours worked by individuals.  Acts as Human Resources and Pay and Allowance Point of Contact between unit members and the host base or state Human Resources Office.
    • Plans, implements, and manages the Records Management Program for the Unit according to Air Force directives, instructions, and general guidance from higher headquarters.  Considers the methods and processes by which: record materials are created by an organization; filing systems are maintained; and requirements for retention or disposal of records.  Drafts local directives and instructions pertinent to the establishment and maintenance of files and training records.  Develops records disposition schedules and procedures.  Conducts staff assistance visits.  Provides recommendations, advice, and technical guidance on the proper application of existing policies and procedures and use of new or improved methods and techniques to improve operational efficiency.  Studies and analyzes problem areas through the collection and analysis of data, personal interviews, observations and management.  Upon completion of staff visits, assembles and analyzes data collected and holds critiques with staff/operating officials on the status of the program, identifying areas requiring corrective action, identifying causes for deficiencies, rendering guidance and making recommendations for improvement.  Prepares reports-of findings and makes recommendations, establishes compliance schedules, and follows-up to ensure recommendations have been put into effect and deficiencies are corrected.  Serves as a consultant to all functional area records managers for retention or disposal of records.  Establishes and maintains a records staging area for the base.
    • Analyzes Air Force, Major Command, National Guard Bureau, State and Group Headquarters instructions, memoranda and directives pertaining to correspondence and mail management, preparation of correspondence and messages, and other administrative services and determines their effect upon the section and other unit activities.  Develops and establishes procedures to implement these changes.  Provides technical advice and guidance to other base activities on matters pertaining to the various functions of the sections.
    • Plans, organizes, directs, and coordinates Information Management functions to include
      (a) Processing of incoming and outgoing classified and unclassified documents
      (b) Maintaining a centralized master file and subordinate file systems used to provide a reference and record keeping service of a variety of operational and policy materials to include electronic and paper files
      (c) Maintaining a system of reference libraries containing technical and general publications, regulations, and directives.
      (d) Reports control.
    • Ensures that adequate postal service is maintained to include the handling and distribution of classified and unclassified mail.  Processes outgoing mail to ensure that the contents of packages meet federal regulations for shipment.  Ensures that an adequate distribution system serves the unit needs.
    • Manages the unit centralized orders and travel process required to service the extensive active duty and travel requirements.
    • Directs record and life cycle management for functional area according to Air Force directives.  Provides recommendations, advice, and technical guidance on the proper application of existing policies and procedures and use of new or improved methods and techniques to improve operational efficiency.  Studies and analyzes problem areas through the collection and analysis of data, personal interviews, observations and management.
    • Plans, organizes, directs, and coordinates Customer Support functions to ensure:
      (a) Unit Newsletter is published and distributed.
      (b) Proper handling of external customer inquiries.
      (c) Initial and recurring training needs for services personnel are met.
      (d) Line of Duty (LOD) determinations are processed accurately and promptly.
    • Serves as a point of contact for Services (food, billeting).  Duties include: Ensuring that food handlers’ certificates are current for all food service personnel.  Ensuring that those eligible for overnight billeting accommodations have reservations.  Where no services support is available, ensures that meal chit program is properly managed.  Travel vouchers are properly filed.
    • Performs duties as unit awards monitor or alternate.  Ensures that awards and decorations roster is current.  Ensures that Awards request forms (Decor 6) are provided to personnel writing award recommendations and that they are properly completed.
    • Coordinates physical exams, immunizations and mobility medical requirements with support medical facility.
    • Procures, stores, and issues office supplies and equipment through well-established channels.  Procures office equipment repair services.  Coordinates reproduction services for large projects
    • Performs duties of Workday Control Officer.  Responsible for accounting for all guardsperson training workdays (i.e. Annual Training, Special Training, Active Duty Special Work, Proficiency Training).  Ensures workday availability prior to processing orders requests and ensures that an orders request is prepared for all workdays expended.
    • Performs other duties as assigned.

General Experience Required

Administrative or clerical experience, education, or training which demonstrates the candidate’s ability to perform the duties of the position. Experience using computer and automation systems.

Specialized Experience Required

In addition to the General Experience required, to qualify at the GS-07 grade level you must:

  • Possess at least 12 months experience in the interpretation and application of regulations, procedures or laws.  Experience that provided a working knowledge of administrative functions. Experience demonstrating the ability to advise lower graded employees. Experience working independently and setting priorities with very little supervisory control.

High school graduate or the equivalent may be substituted for 3 months of specialized experience.  Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e. 36 weeks of substantially full time study, or 30 semester hours, or the equivalent) for 12 months of the required experience.  For experience required in excess of 24 months, education in schools above the high school level may be substituted at the rate of one academic year of education for 6 months experience.
