JOB SUMMARY:

Hawaii Army National Guard

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

LOCATION: Army Aviation Support Facility #1 (AASF 1), Hawaii Army National Guard, Wheeler AAF, Hawaii.
RECRUITMENT AREA: Permanent on-board military technicians (CW3 and above) in the Hawaii Army National Guard.

SUMMARY OF DUTIES: The purpose of the position is to manage, plan, organize, and direct AASF logistics operations in support of AASF and supported aviation unit training and flight operations.  Collaborates with the AASF Commander, AASF staff, and supported unit commanders to plan, develop, and implement long and short term plans to effectively use aircraft and flying hours, and to accomplish vital training and operational missions.  Reviews aircraft maintenance and related material support requirements with respect to specific objectives, relative priorities, capabilities, and limitations.  Reviews and evaluates higher-level headquarters’ directive and policies for AASF implementation.  Oversees the preparation and execution of budgets for man-days and funds to resource AASF logistics requirements.  Through subordinate supervisors, directs staff and production functions related to aircraft maintenance, production support, material services, ground support, and facility services.  Coordinates maintenance activities with supervisors, various facility activities, and higher echelons of maintenance such as regional AVCRAD’s, Aviation and Missile Command (AMCOM), NGB, program managers, etc.  Through subordinate supervisors, manages the facility environmental program, thus ensuring compliance with local, state, Federal, and military regulations.  Evaluates, through performance indicators (e.g., Unit Readiness and Aircraft Operational Readiness) the activities of the AASF logistics functions to ensure optimum production in accordance with established policies and prescribed directives.  Performs Maintenance Test Flights (MTFs) to determine airworthiness of aircraft supported by AASF.  Consults with supported unit commanders in planning and executing training or contingency exercises involving individual or multiple units in support of unit readiness.  Coordinates with supported units to insure adequate logistics workload to support proficiency-training requirements.  Coordinates planning and resources with other units and higher headquarters to develop CONUS and overseas deployment plans that meet unit mission goals, aircraft availability, and deployment requirements.  Reviews Unit Status Report (USR) data, analysis reports, and other sources of information to determine strength and weaknesses of units.  Administers a sound personnel management program to ensure that personnel in staff, supervisory, and technical positions are highly qualified and motivated.  Reviews overall personnel program within the organization to insure that subordinate supervisors are effectively accomplishing their personnel management responsibilities.  Reviews position description changes proposed by subordinates supervisors, and assures accuracy and completeness of position descriptions.  Consults with subordinate supervisors and training specialists on training needs.  Administers a safety and security program within AASF logistics functions.  Maintains an aggressive quality assurance program to ensure that performance and quality standards are met.  Manages maintenance/safety awards program and recommends nominees for award categories from the AASF logistics support function.  Oversees automated information system’ operations, systems support, and unit administration, such as Unit Level Logistics System Aviation (ULLS-A).  Assumes the full duties and responsibilities of the AASF Commander in his/her absence as required.  Participates in conferences, seminars, or study groups as the logistics representative for AASF.  Prepares for and participates in various types of readiness evaluations and performs other duties as assigned. QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL and SPECIALIZED experiences, you may lose consideration for this position.  Ensure that the questionnaire is completed on Application Manager.

GENERAL Experience: Experience, education or training involving judgment and/or analytical ability in the logistics field.  Experience using computer and automation systems.

SPECIALIZED Experience: Must have at least 36 months experience, education, or training identifying activities involving logistical support operations.  Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan.  Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan.  Experience identifying delays or problems and developing corrective actions.  Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices.  Experience in managing the function of the work to be performed.  Experience which includes leading, directing and assigning work of personnel.

MILITARY TECHNICIAN COMPATIBILITY REQUIREMENT: Prior to placement in this position, the selected candidate must be assigned to a valid position in any aviation unit supported by the facility, and be assigned militarily in OBR: 15; WOBR: 151A0, 153A0.


SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE

A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours. The education must have been in fields directly (i.e., business administration, logistics management, traffic management etc.).  To be creditable, applicants must submit transcripts, diplomas or other forms of completion certificates to provide verification of courses.

c. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

e. Permanent change of station (PCS) expenses may not be authorized for this position.  Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. 
f.  Applicants may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.

g.  In addition to your application, documents of last performance appraisal must be submitted.  If the performance appraisals are not available, documents of past civilian performance, letter of recommendations, and or military performance may be submitted.  These documents will be evaluated as part of the selection process.

h. Final selection will be based upon qualifications, suitability, and available manpower resources.

i. Selectee will be scheduled for formal training at the Professional Education Center
 (PEC) within the first six months of employment.  Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.
j. This temporary limited appointment may be converted to a non-temporary appointment without further competition.
k. This type of appointment is expected to extend beyond one year.  Separation will be preceded by a 30-day notice when services are no longer needed.  Permanent technicians will remain on permanent status if selected.
