The Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS) is currently accepting applications under examining authority of 10 U.S.C., Section 2164, for the above position(s) in DDESS Schools. This vacancy announcement will be used for the purpose of filling this permanent, full-time position.  Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS).   DoDEA employs more than 15,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico.   The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.


Serves as Chief, Management Support Office, in the assigned school. Incumbent must be conversant with the full variety of school management support functions, to include a comprehensive knowledge of civilian personnel, budget, manpower, management analysis, student management systems, facilities and supply management, and force structure management. Position accomplishes work through an extensive knowledge and understanding of management principles, practices, methods and techniques in order to provide adequate resource, supply, and other administrative support to the school.

Plans, manages, directs, and coordinates budget formulation, analysis, and execution. Drafts and issues interpretations of HQ DoDEA and Department of Defense (DOD) budgetary guidance, supplemental guidance, and instructions to school officials on budget formulation and execution procedures.   Manages Manpower support for the school. Directs the review of on-board strength against work years and authorizations and assures full coordination with Headquarters Manpower and Budget Analysts. Oversees the civilian personnel actions for the school; prepares Requests for Personnel Action (RPAs); and provides technical advice and assistance to Principal on filling positions, developing new position descriptions, and related issues. Coordinates all school human resources issues with the DDESS Area Service Center Human Resources staff.   Administers the student registration, student attendance, academic records maintenance, tuition status, and other related processes. Ensures the maintenance of the student information management database, which includes new student enrollment, discipline and attendance data, school and student scheduling information, report cards and transcript information, and athletic eligibility for all students.   Performs property management and accountability and central purchase of equipment, as well as central forms and supply management.  Directs the preparation of reports, to include monthly strength reporting as well as other special reports for customers, the headquarters, or school management. Manages the provision of other management analysis services, to include space management, management controls reviews and studies, quality and productivity improvement, facilities maintenance and repair, and support agreement programs. Performs first line supervisory responsibilities over a staff of technicians engaged in budget, supply, records management, registration supply technical and other school support work, mail and file operations.

To qualify for this position, the successful applicant must have one year of specialized experience equivalent to GS-09.   SPECIALIZED EXPERIENCE is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.



Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.  Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
