As a Security Specialist, you will provide HSPD-12 security support services to the personnel and facilities within USCIS, serving as an HSPD-12 security subject matter expert, and promoting the security and integrity of USCIS operations, organization, and resources.  This position of SECURITY SPECIALIST starts at a salary of $62,467.00(GS-11 step 1), with promotion potential to $97,333.00 (GS-12 step 10).  Apply for this exciting opportunity to become a member of the Management Directorate, Office of Security and Integrity, Washington, DC within DHS US Citizenship and Immigration Services.

As a Security Specialist, you will serve as a Field Security Manager within the Office of Security Integrity Field Security Division responsible for planning, directing, and coordinating Physical security related activities. Your primary duties will include the following:

  • Provide technical insight into the development and management of procedures and operational schedules required for USCIS HSPD 12 program & USCIS PCIF operations guidance.
  • Monitor project status and adjusts work plans for project accomplishment. Prepares recommendations for resource requirements to accomplish the project; assist in negotiating with managers of various components to obtain needed resources and support;
  • Independently ensuring USCIS is in compliance with applicable laws, regulations, and guidelines. Monitors policy compliance in the resolution of program management review, program evaluation, and recommendations from Program Manager & Senior management; ensuring all USCIS stakeholders are aware of Permanent Central Issuance Facilities (PCIF) locations to support their enrollment needs.
  • Serving as an action officer in the development of implementation guidance, enrollment and deployment strategies and concepts to support customer needs for the issuance of PIV cards, management and operations of PIV enrollment workstations in coordination with DHS and FSD management. Information is organized in an effective and clear format, and developed independently with review by the program manager.
  •  Assist in the development of outreach material and ensures HSPD-12/PIV Management ECN webpage is current and contains necessary customer support resources for guidance, to include Agency strategy and deployment plans of field PIV operations.
  • Assist with the development of HSPD-12 and PIV management updates, briefings and information papers to FSD, OSI and Management Directorate leadership on a consistent basis providing leadership with PIV enrollment concepts and technologies, and direction from DHS IMD regarding the Department strategy.

 

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence, and limited complexity.

GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, equivalent to at least the GS-09 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

  • Independently performing recurring security assignments of average difficulty requiring judgment to interpret, apply and/or adapt guidelines to those assignments. Perform duties directly related to assessing compliance with department, agency or corporate level security requirements and regulations in the safeguarding of sensitive or classified information, facilities, and other protected assets. Making security recommendations concerning expected impacts on programs, missions, and future strategic plans. Provide security training and support to personnel in one or more security disciplines including physical, administrative, information, communication, operations, and personnel.  OR

  • You may substitute a doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in a qualifying field for experience at the GS-11 grade level. (A course of study in criminal justice, sociology, or a related field is qualifying.) Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.

GS-12: In addition to the requirement for your lower grade level, you qualify at the GS-12 level if you possess one (1) year of specialized experience, equivalent to at least the GS-11 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

  • Analyzing and resolving security problems.
  • Initiating projects and implementing procedures.
  • Developing and applying HSPD-12 policies, standards, and procedures.
  •  


Educational Substitution: Appropriate combinations of successfully completed post-high school education and experience also may be used to meet total qualification requirements for the GS-11 grade level.

 

Probationary Period: You may be required to serve a probationary period of 1 year.

AVAILABILITY REQUIREMENT: Travel and after-hours availability (monitoring email and phone to respond to various threats, security concerns, etc.) may be required.
