At the full performance level, the Administrative Officer (AO) serves as a senior member of the District Office Team and is an important contributor to the District’s overall success.

The AO provides significant input in the development of the District Office Strategic Plan (DOSP) and plays a key role in its implementation and achievement of the District Office Goals and Objectives. The AO is responsible for deploying resources and services needed to manage and operate the District Office in accordance with Agency operating procedures. Under the direction of the District Director, Deputy District Director or designee, AO plays a critical role in ensuring the financial integrity of the District Office and is responsible for the management of fiscal systems, human resources processes, property, information systems management and facility administration.

The functions of the AO require compliance with the governing SOPs and notices, timeliness, accuracy, secondary approval and/or review and documentation. The AO works closely with the District Director and other members of the management staff to ensure the efficient and safe operation of the District Office and to reduce the risk of waste, fraud and abuse. The incumbent is responsible for serving a staff advisor to line management in support of: planning, developing, and executing SBA programs.

Work includes, but is not limited to: performing studies concerning the efficiency; and effectiveness of administrative program operations (e.g., internal activities or functions such as budget, procurement, information systems management and human resources which serve to facilitate line or program operations).

You may qualify based on education or experience.

Experience Requirements:

GS-09:  One year of specialized experience equivalent to the GS-09 level that demonstrates a fundamental knowledge of administrative specialties such as procurement, human resources management, budget and financial management, facilities management, support services, and information systems management.

GS-11:  One year of specialized experience equivalent to the GS-09 level that demonstrates a comprehensive knowledge of administrative specialties such as procurement, human resources management, budget and financial management, facilities management, support services, and information systems management.


If you do not meet the specialized experience requirements, you may also qualify by meeting the Education Requirements:

GS-09:  Completion of 2 full academic years of progressively higher level graduate education or a master's or equivalent graduate degree in human resources, social or behavioral sciences or in such fields as business or public administration or industrial management, psychology, labor relations, or education. 

GS-11:  Completion of 3 full academic years of progressively higher level graduate education or a Ph.D or equivalent doctoral degree in human resources, social or behavioral sciences or in such fields as business or public administration or industrial management, psychology, labor relations, or education.

Combination of Education and Experience:  A combination of related education and specialized experience that together equal 100 percent of the required basic qualifications for the GS-09 or GS-11 grade levels.

HOW YOU WILL BE EVALUATED:

For Delegated Examining (all US Citizens), your application will be evaluated under the Category Rating method based on your responses to the assessment questions. If you meet basic requirements for the position, your application will be evaluated and placed into one of three categories:

1. Best-Qualified: highly proficient with an overall comprehensive level of knowledge, skills and abilities related to the job based on a complete review of experience, education, and training as described in an applicant's responses to the assessment questions and resume.
2. Well-Qualified: competent in the position with an overall accomplished level of knowledge, skills, and abilities related to the job based on a complete review of experience, training, and education as applicable, as described in an applicant's responses to the assessment questions and resume.
3. Qualified: an overall basic level of knowledge, skills, and abilities related to the job based on a complete review of experience, education, and training, as described in an applicant's responses to the assessment questions and resume.

Candidates eligible for veterans' preference will be placed ahead of other candidates in the appropriate category for which they have been rated.  Additionally, preference eligibles who have a compensable service-connected disability of at least 10 percent and who meet Minimum Qualification Requirements will automatically be placed in the Best Qualified Category.

How You Will Be Evaluated

You will be rated using the following knowledge, skills and abilities:

 

Knowledge of a variety of administrative functions such as, procurement, budget processes, space management, information systems management, human resources, mail and file maintenance in support of the overall management of an organization.

 

Knowledge of and skill in maintaining financial controls using an automated financial system.

Skill in the installation, maintenance and trouble shooting of computer software, hardware and peripherals.

 

Ability to communicate effectively for the purpose of eliciting and disseminating information.
