JOB SUMMARY:

This position has an educational requirement and you must submit unofficial transcripts or a list of completed courses with the credit hours received in order to be considered.

The Pathways Internship Program is designed to attract students enrolled in a wide variety of educational institutions (ranging from high school to graduate school) with paid opportunities to work in agencies and explore Federal careers while still in school. This program exposes students to jobs in the Federal civil service by providing meaningful development work at the beginning of their career, before their careers paths are fully established.

The Office of Management and Budget’s (OMB) Office of E-Government & Information Technology (E-Gov) is looking for an energetic self-starter interested in public policy.  The candidate will work directly with government personnel from OMB E-Gov on Federal IT reform efforts focused on eliminating waste and duplication within the $80 billion Federal IT portfolio.  For more information about OMB, visit:

The selected candidate for this position will perform the following duties:

• Analyze IT investment portfolio and program evaluation data.
• Create reports that summarize data to support IT program reviews, budgetary, and other Federal government decisions.
• Develop written and oral presentations summarizing results of analysis to various audiences.
• Manage the logistical components of various  Federal IT reform efforts.
• Other related responsibilities, as assigned.

All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

 

GS-05: Bachelor's or equivalent degree or at least one year specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal Service that included conducting quantitative and qualitative analysis; and preparing results to used by experienced personnel or a combination of the required experience and education for this grade level.

GS-07: Completion of 1 full academic year of graduate-level education or at least one year specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal Service that included conducting quantitative and qualitative analysis; preparing and presenting results; and managing the logistics of various activities or a combination of the required experience and education for this grade level.

OR

SUPERIOR ACADEMIC ACHIEVEMENT: Must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum or (3) Election to membership in a National Scholastic Honor Society membership in a freshman honor society cannot be used to meet the requirements of this provision.

 

NOTE:  Education completed in foreign colleges or universities may be used to meet Federal qualification requirements if the applicant can show that the foreign education is comparable to education received in accredited educational institutions in the United States.

• Understanding of and ability to communicate basic statistical and/or economic concepts.
• Strong interpersonal skills.
• Ability to adapt to rapidly changing deadlines and tasks.

OTHER INFORMATION:

If selected, you will be required to sign a Pathways Participant Agreement.  Interns will work full-time during the summer and may work a flexible part-time work schedule during the school year (based on agency needs) while continuing their education.

 

You will be in a trial period throughout your entire Pathways Internship appointment.  If selected by management, you are required to complete a Declaration for Federal Employment (OF-306) to determine your suitability for federal employment and to authorize a background investigation.

This is an Excepted Service appointment. As a part of the Pathways Internship Program, the appointment may be extended until the selectee's educational program requirements have been completed. You may be converted, without a break in service to a term (time-limited) or permanent appointment upon graduation and completion of program requirements but there is no guarantee.

Career Transition Program: The provisions of the Reemployment Priority List (RPL), Career Transition Assistance (CTAP) Program and Interagency Career Transition Assistance Plan (ICTAP) do not apply to the initial appointment or conversions of Pathways Programs participants to the competitive service.
