The Program Specialist will be working at the VA Palo Alto Healthcare System, Palo Alto, CA. This position is located in the VA Palo Alto Health Care System (VAPAHCS) is a major tertiary care referral system comprised of 12 locations (three hospital-based divisions, a network of seven community based outpatient clinics (CBOCs), an administrative and a research campus). VAPAHCS encompasses 2.4 million gross square feet (GSF) of buildings, situated on 375 acres. VAPAHCS provides primary, secondary and tertiary care within a large geographical region encompassing a 10-county, 13,500 square mile catchment area. VAPAHOS is one of the Department of Veterans Affairs (VA) most complex systems ot care and the only Health Care System in VA to offer every specialized treatment program. VAPAHCS employs a multidisciplinary workforce exceeding 5,000 employees, researchers and graduate medical education (GME) trainees, Over the next decade, VAPAHCS will be transformed by unprecedented building infrastructure expansion. VAPAHCS will execute a $2 billion capital portfolio to replace known seismically deficient buildings, realign existing aging building infrastructure and reallocate human and capital resources to effectively meet Veterans' future healthcare needs.

Major duties and responsibilities include:

  • Responsible for all VAPAHCS' project master scheduling and risk assessment activities.
  • Develops, maintains and continuously update an Integrated Master Schedule in Gantt chart format of all VAPAHCS planned, approved and funded capital portfolio projects.
  • Reviews progress and productivity of the IPTs and contractors to monitor and verify monthly costs.
  • Provides change management and control, and a Work Breakdown Structure (WBS) development for all projects.
  • Provides critical path and float analysis, risk assessment and performance analysis.
  • Creates detailed phasing plans incorporating all construction site boundaries and logistical requirements to capture all unique, inter-related activities at all times.

minimum REQUIREMENTS FOR GS-13: You must have specialized experience directly related to this position, which has equipped you with the particular knowledge, skills, and abilities to successfully perform the assigned duties. When answering the questionnaire, remember that your experience is subject to verification by investigation. You may be asked to provide specific examples or documentation of experience or response by a practical demonstration of your claimed ability to perform a task.

You must possess one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform the duties of this position. To be creditable, this experience must have been equivalent to the next lower grade level in Federal service. Examples of specialized experience may include but are not limited to: develops, maintains and continuously update an Integrated Master Schedule in Gantt chart format; works independently without direct supervision; manages multiple of projects concurrently and must identify all resource requirements in advance to ensure seamless construction and activation planning activities; tracks and coordinates all major construction projects, major eases, local leases, minor construction projects, non-recurring maintenance (NRM), station level projects and activation activities; reviews all design and construction project schedules within the architect! engineer (NE) individual construction documents (CDs), develop a risk register and risk management plan to identity potential risks and to minimize errors and omissions during construction; provides detailed analysis of project schedules from project inception through the design phases to construction ground breaking through completion and activation; performs mathematics and accounting necessary to formulate budgets and schedules, manage and track all construction projects and activation activities, etc.  

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

  1. ABILITY TO DEVELOP AND MAINTAIN CONSTRUCTION PROJECT SCHEDULING PROCESSES.

  3. SKILL IN CONSTRUCTION PRACTICES, MULTI-PHASE BUILDING ACTIVATION, OCCUPATION TRANSITION SCHEDULING.
  4. ABILITY TO APPLY LAWS, REGULATIONS GOVERNING CONTRACTING, PROCUREMENT AND BUDGET PREPARATION.
  5. SKILL IN THE USE OF SCHEDULING AND GRAPHIC SOFTWARE. 

PHYSICAL REQUIREMENTS

The incumbent will be conducting inspections and surveys of construction sites with a need for physical agility to access unfinished buildings and wear personal protective equipment (PPE). The incumbent must have the ability to work within an environment of conflicting deadlines and shifting priorities. The incumbent may be required to work evenings and weekends, as well as perform infrequent over night travel to meetings and conferences.

Work is typically performed in an adequately lighted and climate controlled office; however, duties may require limited travel and access to construction sites, other VA facilities, and outlying clinics.

Applicants will be ranked based on four quality groups, as follows:

  • Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
