Export Document Examiner positions are usually located in administrative units within Area Offices, or may function within separate import/export staffs and/or facilities. Incumbents perform a range of unique clerical and technically oriented duties in support of programs to exclude or prevent the spread of specific animal diseases through exportation or importation of live animals, animal byproducts, biological materials, and/or organisms. Most positions concentrate on export programs but some also support import activities. Major duties generally include the complete range reflected below. Variations may occur from one location to another in the assignment of minor duties such as performing clerical tasks related to other veterinary programs or providing backup clerical support to other office positions.

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Examines export certificates and/or import permit applications for an extensive variety of live animals, animal products and byproducts, organisms, and/or biological materials by auditing all certificates and applications, gathering supporting documents, identifying problems, taking corrective action, and recommending official endorsement either be granted, delayed, or refused.
Frequently handles special cases which require collaboration with staff officers or other headquarters personnel to research and obtain one time variances in requirements or waivers as specified by the country of destination.
Facilitates import/export activities by explaining procedures and regulations, providing reference materials on requirements and/or restrictions, giving directions on completion of forms and adherence to procedures, arranging premise inspections and export isolation, giving advice or assistance on problems, coordinating scheduling, encouraging adequate veterinary medical consultation and communications, and expediting the transfer of information and documents in urgent situations.
Reviews medical results and makes determinations based upon an understanding of the significance of results as to whether or not shipments meet requirements of importing country.
Resolves problems associated with export certificates and/or import permits.
Establishes priorities for actions and insures they are met by anticipating possible problems and taking proactive measures to deal with them, seeking guidance from the veterinary staff relating to medical issues or significant controversies, and providing ongoing assistance up to the time certificates are endorsed.
Makes telephone calls, communicates via electronic means, or prepares letters to advise those who have made errors or omissions on how to correct them in the future.

Applicants can qualify by meeting the EDUCATION requirements specified below and/or the SPECIALIZED EXPERIENCE requirements.
GS-5: Successful completion of 4 years of course work leading to a bachelor's degree in any field for which high school graduation or the equivalent is the normal prerequisite.

SPECIALIZED EXPERIENCE AT THE GS-5/6 GRADE LEVELS: Applicants must have one year of specialized experience equivalent in level of difficulty and responsibility to the next lower level in the Federal Service. This experience may have been obtained in the private or public (local, county, state, Federal) sectors.
Examples of qualifying experience include, but are not limited to:
- Providing guidance and regulations and resolving problems on behalf of customers.
- Reviewing and responding to a large number of written and verbal inquiries, utilizing technical and/or scientific knowledge.
- Reviewing and preparing certificates and permits for programs.
- Demonstrated knowledge of scientific terminology related to animal and/or animal products.
- Technical proficiency related to word processing and database software.
- Accuracy and detail in the preparation and review of important documents and spreadsheets.
COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-5 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. - Your application will be rated on the extent and quality of your experience, education and training relevant to the position. Your resume must support that you meet the specialized experience requirements described above and are proficient in the following skills or competencies below. - Ability to use office equipment, computer technology and automated business systems – Perform general office functions (use computers, prepare forms and other materials by typing and word processing, use telefax and copy machines, maintain and retrieve files and records, use delivery services and employ other office management tools).
- Knowledge of correspondence, document processing, records, files and reports including those regulated by the FOIA and Privacy Act – Independently compiles, organizes and maintains documentation in multiple data management systems; conducts quality checks and corrects data; retrieves documents and data for reports. Manages Area Office program record throughout their lifecycle.
- Ability to identify priorities, changing work requirements, meet deadlines and lead others – Establishes priorities for actions and insures they are met by anticipating possible problems and taking proactive measures to deal with them. Analyzes patterns, recognizes emerging trends and alerts supervisor to possible problems.
- Knowledge of human resources management procedures, requirements and systems including time and attendance reporting – Serve as the office time keeper and input all required data into the reporting system. Will need to have knowledge of time and attendance reporting policies.
- Ability to evaluate and improve clerical and office administration policies, procedures and practices – Stay up to date and informs office personnel of new or revised APHIS, Departmental and government-wide administrative policies and procedures and use that knowledge to troubleshoot problems and improve work processes.
- Written, oral and interpersonal communication skills – Skill in effective interpersonal communications is needed to handle difficult individuals and work collaboratively with people from diverse backgrounds. Draft written policies and procedures on behalf of the local office for management approval.
- Knowledge of animal import and export requirements including knowledge of required permit and certificate processes and documentation – Extensive practical knowledge of principles, processes and procedures associated with Veterinary Services’ import-export programs. Knowledge is needed to prepare certificates and permits, provide information and assistance and resolve problems.
- Category rating procedures will be used to rank and select eligible candidates. The following quality categories will be used: Best Qualified, Well Qualified, and Qualified. Within each quality category, veterans' preference eligibles will receive selection priority over non-veterans.
