This position is located at the office of the Operations Officer, PWO/Deputy PW Officer Newport, Facilities Engineering & Acquisition Division, Acquisitions Branch, Naval Facilities Engineering Command, Mid-Atlantic, Newport RI.  You will perform policies and procedures for work involving the evaluation of contract price proposals, advertising, negotiating and administering contracts for the procurement of facilities support, construction and demolition contracts, using formal procedures.

KEY REQUIREMENTS

  • You must be a US Citizen.
  • Must be registered for Selective Service, see Legal & Regulatory Guidance.
  • Suitable for Federal employment as determined by background investigation.
  • Selectee may be required to successfully complete a probationary period.
  • This is a DAWIA position.
  • You must obtain and maintain a secret security clearance.

BASIC REQUIREMENTS

To qualify for this position you must meet one of the Defense Acquisition Workforce Improvement Act (DAWIA) Basic Requirements for Contract Specialist positions described below.(You MUST submit copies of your transcripts supporting your education if selecting statement A; failure to submit required transcripts by the close of the announcement may result in an ineligible rating.)

 

A. I possess a Bachelor’s degree from an accredited educational institution  authorized to grant baccalaureate degrees AND I have completed at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).

OR

B. I am a current employee of the DoD or a member of the armed forces who served as a contracting officer with authority to award or administer contracts in excess of the simplified acquisition threshold on or before 30 Sep 2000, or I served on or before 30 Sep 2000 in a position either as an employee in the GS-1102 series or as a member of the armed forces in a similar occupational specialty.

 

Specialized Experience GS-11

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following1) Solicitation of bids to procure a variety of requirements ranging from standard to specialized facilities support, demolition and construction requirements 2) Negotiation and administration of contracts for facilities support, construction and demolition services 3) Performing basic contract price analysis for firm fixed-price or similar contracts

 

Specialized Experience GS-12

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following1) Determination of contractual method for the procurement of variety of specialized facilities support, demolition, and construction requirements 2) Negotiation of procurements involving complex and /or diversified contracts for facilities support, construction and demolition services 3) Administration of  contracts such as fixed price-price with re-determination provisions, cost reimbursement, or contracts with incentive provisions 4) Price/cost analysis for a variety of pre-award/post award procurement actions.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional training, experience and possibly education.   Applicants should meet the DAWIA Certification requirements for the Contracting Career Field and be certified at Level II at the time of application.   If you possess DAWIA Certification, please indicate your Career Field and Certification Level information in your resume.

REQUIREMENTS:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement.
