The Department of Defense Education Activity (DoDEA) currently has an opening for an Assessment Specialist to work in the DoDEA Education Directorate, Assessment and Accountability Branch located in Alexandria, VA.   DoDEA is a DoD Field Activity responsible for the oversight of two distinct educational systems, the Defense Dependents' Education System, known as the Department of Defense Dependents' Schools (DoDDS), which is DoDEA's overseas school system, and the DoD Domestic Dependent Elementary and Secondary Schools (DDESS), which is DoDEA's domestic school system.  DoDEA employs more than 13,500 individuals responsible for the education of more than 86,000 students in schools located in 11 foreign countries, seven states, Guam and Puerto Rico; DoDEA's mission is to provide a quality education from pre- kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

MAJOR DUTIES

·          Serves as an expert in the general area of education and the specific area of educational assessment.  Provides leadership and support to develop/implement DoDEA system-wide assessment program components, in coordination with the manager.

·          Develops and/or adopts standardized norm and criterion-referenced/standards-based achievement tests that document achievement on the goals and outcomes of the Community Strategic Plan.

·          Conducts technical reviews of assessment materials and delivery formats for possible use in the DoDEA system-wide assessment program.

·          Provides policy responses in coordination with the manager.

·          Develops professional development presentations or provides technical assistance in the interpretation and use of assessment data.

·          Provides or coordinates technical assistance to DoDEA leadership, areas and districts to develop and implement assessment systems.  Presents assessment-related topics to DoDEA leadership, areas, districts, and schools.

·          Assists in the planning and execution of budgets for the Assessment and Accountability Branch.  Manages Accountability/Assessment Branch contracts or service and materials.

·          Develops, administers, and evaluates system-wide assessment program, policy, and guidelines.

In accordance with the Qualifications Standards for General Schedule (GS) Positions under the General Coverage for Administrative and Management; Positions, the following is being provided to you. This position requires 1 year of specialized experience equivalent to the GS-12 level.  You must meet time-in-grade requirements within 30 days of the closing date of this announcement.

Applicants must meet the BASIC EDUCATION REQUIREMENTS as follows:

DEGREE: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements. Where specific course requirements are not indicated in paragraph A, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major.  OR Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

Substitution of Education may not be used in lieu of specialized experience for this grade level.
