Membership in the National Guard is Required:  This is an Excepted Service position that requires membership in the Washington National Guard as a condition of employment. Selectee will be required to wear the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.

Bargaining Areas of Consideration: 

This position is in the Federal Service under the authority of 32 U.S.C. 709

 

Area 1In-Service Excepted - All permanent Washington Army National Guard Excepted bargaining unit civil service employees, and members with excepted technician re-employment rights to the Washington Army National Guard.

Area 3In-State Excepted - All participating members of the Washington Army National Guard, including in-service technicians that are not covered by the bargaining unit, and indefinite employees.

 

*This is an obligated position (current occupant is on a Military Tour).  If an individual employed in the excepted civil service accepts this position, he/she will receive an indefinite appointment.  If a Reduction-In-Force occurs and/or the military tour member reclaims this position, the indefinite appointee will have no reemployment rights to his/her former position or any other position.  If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, and funding level and employee manning levels permit, incumbent may be converted to permanent technician status without further competition.

Major Duties:

This position is located in the ARNG State Area Command (STARC) Headquarters, Plans, Operations and Military Support Branch of the Plans, Operations and Training Office (POTO). The purpose of this position is to serve as a Security Specialist and as a point of contact on a variety of force protection and security programs to include Anti-Terrorism, Physical Security. Serves as a state Physical Security Inspector. Implements security regulations, policies, and SOP's through inspections, spot-checks and random samplings of security program documents and records . Develops security-related palns and procedures. Performs other duties as assigned.

General Experience:

Experience, education or training that has provided analytical, decision making or administrative skills which demonstrate the candidate’s ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. This experience must demonstrate the ability to cooperatively and successfully with people of all military ranks.


Education Requirements:

High School diploma or GED

Specialized Experience: 

GS-09 level must have at least 24 months experience, education, or training in  planning, directing, coordinating, and controlling base and law enforcement activities.  Experience providing training in areas related to this position.  Experience analyzing reports of investigations and maintaining security records.

 

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics). NOTE:  You do not have to respond to the KSA's separately but your resume should contain sufficient information to demonstrate possession of the KSA's.

 

  • Knowledge of security requirements established in legislation, regulations, and various policies and directives governing security programs and systems.
  • Ability to communicate in writing and verbally complex security requirements and procedures to State and unit leadership and personnel of all ranks.

  • Knowledge of the requirements for safeguarding records and automated systems containing classified and unclassified but sensitive information to include Personally Identifiable Information.

  • Ability to conduct inspections of personnel, facilities, records, and operational capabilities.

  • Ability to work independently, prioritize workload, analyze data, research regulations and DoD guidance, and interpret information for implementation.

  • Ability to train other personnel on complex security concepts and procedures, and maintain a harmonious work environment with others within and outside the organization.

OTHER INFORMATION:

1.    Technicians are paid through direct deposit/electronic funds transfer.

2.    Males born after December 31, 1959, must be registered with the Selective Service Systems to be employed by the Federal Government.

3.    Military Technicians are ineligible for enlistment, retention, and student loan repayment bonuses.  Acceptance of a Technician position will terminate these incentives.

4.    Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.

5.    Veteran’s preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709 (f).

6.    All new technicians are subject to a one year trial/probationary period IAW 32 USC 709.

 

All Soldiers, civilian employees and contractor employees who drive Army-owned or leased vehicles must complete the Army Avoidance Course (AAC) training when they start working for the Army. Must have a valid WA state and military driver’s license. Must have or be able to obtain a Government Travel Card. Must be able to attend all training and conferences that are deemed necessary by the supervisor. Must have a Secret security clearance. Must be able to travel overnight both in and out of state. Must be able to work shifts and be on-call. Must be able to lift 30 lbs.
