JOB SUMMARY:

The Federal Railroad Administration (FRA) is responsible for ensuring safety of the Nation's passenger and freight rail operations and infrastructure by promoting safe, efficient and accessible rail transportation. The mission and focus of FRA has grown to include the design and management of an unprecedented investment in the creation of a nationwide passenger rail network. FRA is providing leadership for the creation of a more balanced transportation system, transforming the way Americans travel.

NOTE: This is a TERM appointment (not-to-exceed 4 years). Term appointments are non-status, nonpermanent appointments of limited duration. Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage.  Term appointments may be extended without further competition, but may not exceed 4 years.

Positions filled from this announcement can be located in any of the following divisions within the Office of Passenger and Freight Programs: Program Coordination Staff, Grant Management Division, Credit Programs Division, Environmental & Systems Planning Division, Engineering & Project Development Division, Financial & Economic Analysis Division, or Program Implementation Division.President Obama signed the American Recovery and Reinvestment Act of 2009 (ARRA) that provides significant funding to Amtrak and States to improve intercity passenger rail. President Obama's new vision would transform the nation's transportation system by rebuilding existing rail infrastructure while developing a comprehensive high-speed intercity passenger rail network through a long-term commitment at both the federal and state levels.

The Federal Railroad Administration (FRA) has major responsibility to implement this vision by establishing new rail programs funded by ARRA. FRA has urgent and critical hiring needs to meet these growing mission requirements and to prepare our partners and stakeholders to implement the ARRA. Join our growing team and help FRA develop, improve and deploy high-speed passenger rail service to transform and revitalize our nation's rail system.

The ideal candidate has applied basic grant analysis principles and technical requirements to analyze, evaluate and make recommendations related to the review of grant proposals.  The candidate should also possess a high degree of energy, passion for the job, and is willing to do what is necessary to achieve organizational goals.  This is a developmental position progressing through the Grants Management Specialist, GS-1109-11 to the full performance level of GS-1109-12.

As a Grants Management Analyst, you will:

  • Monitor, review, and maintain tracking systems for incoming grant actions, grantee reports, and other grant management documents, and prepare reports and reconcile monthly data. 
  • Assist with the analysis of applications in order to ensure that all grant applications comply with applicable program announcements and that administrative and fiscal policies are reasonable in terms of requesting grantees’ policies, as well as, evaluate recipients’ disbursement requests and recommends approval or disapproval for supervisory review.
  • Assist with the establishment, management, maintenance, sunset, and close-out of RPD grants and cooperative agreements and uses Microsoft Office tools such as Excel and Access to maintain grant management files and databases.
  • Notify the grantee of the responsibilities, requirements, grant management policies, and procedures to be followed during the life of the grant, and provides guidance in the proper use of public funds.
  • Assist with carrying out all delegated administrative aspects of grant making or contracting.  Engage in periodic review meetings and on-site visits to examine grantee or contractor progress and reports, follow-ups on refinements, and provides redirection as necessary. 
  • Assist in developing related grant policies and procedures for rail assistance under the RPD’s grant assistance programs, including developing regulations.
  • Provide program staff and grantees with technical assistance, informing grantees of grant laws, regulations, policies, and procedures in assigned areas. 
  • Communicate with a variety of officials and employees to provide information, explain technical matters, respond to questions, and provide feedback or information in different types of situations and different types of audience; as well as, write and edit written documents, and prepare multimedia presentations.

To meet the minimum qualifications for this position, you must meet either the education or experience qualifications for the grade at which you are requesting consideration.

LEVEL

To qualify on Education, you must have:

To qualify on Experience, you must have one year of specialized experience equal or equivalent to the following:

GRADE 9

master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related

  • Experience working in an office that is responsible for the award of grants, and/or cooperative agreements.
  • Experience equal or equivalent to analyzing financial and program data to identify trends, problems, and decision points.
 

You can also qualify based on a combination of education and experience

 

GRADE 11

Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related

In addition to that at the GS-9 level

  • Experience applying grant management principles for the purpose of analyzing and evaluating grant programs to ensure and maintain compliance.

CONDITIONS OF EMPLOYMENT:

  • The FRA has determined that seniority rights, leaves of absence, and reemployment rights from prior railroad employment generally constitute an actual or an appearance of a conflict of interest.  New employees may be required to divest themselves of such rights immediately upon hire if these rights are determined to constitute an actual or appearance of a conflict of interest.  If new employees are permitted to retain such rights, which is generally the case for Railroad Safety positions, the rights must be divested at the end of the one year probationary period which begins with the date of appointment. Divestiture is a requisite to continued employment with the Federal Railroad Administration.  No waivers will be granted of the divestiture requirement.
  • Pursuant to 5 C.F.R. Parts 2635.403 and 6001.104, all FRA employees (or spouses or minor children of FRA employees) are specifically prohibited from holding railroad stock (including shares of Berkshire Hathaway, Inc. which owns 100% of BNSF), whether held outright, in an IRA, or in a 401(k) or other plan.  (Employees may hold a mutual fund which invests in railroad stocks, so long as the mutual fund does not invest more than 30% of its assets in such prohibited investments.)  Employees having a prohibited financial interest must divest themselves of railroad stock within 90 days after their appointment to their positions.  Neither the rule against holding railroad stock, nor the divestiture period, is in any way affected by the existence of re-employment rights which employees might have with railroad companies.  Nor is there any monetary threshold for applicability of the rule against ownership of railroad stock; all dollar amounts are prohibited.

HOW YOU WILL BE EVALUATED:

If you meet the qualification requirements, your application will be placed in one of four categories: Platinum, Gold, Silver or Bronze, which is based upon your responses to the vacancy questions. Within these categories, applicants eligible for veteran's preference that have provided supporting documents will receive selection priority over nonveterans. The top rated applications will be reviewed for the quality of your experience, education and training relevant to the position.
