MILITARY GRADE REQUIREMENT: Enlisted not to exceed MSgt/E-7
DUTY LOCATION: 188th Fighter Wing (FW), Arkansas Air National Guard (AR ANG), Fort Smith, Arkansas
This is an Excepted (Dual Status Military Technician) position that requires active membership in a compatible skill in the Arkansas Air National Guard. Selectee must be a member of the Arkansas Air National Guard and be assigned to the 188th FW in a compatible military position in Air Force Specialty Code (AFSC) 6C0X1. Must become compatible in the AFSC within 12 months of appointment. Must possess or be able to obtain a Secret Security Clearance.

The selectee conducts cradle to grave contracting procedures for firm-fixed and negotiated simplified acquisitions of supplies, equipment and services. Administers all cooperative funding agreements and monitors contracts awarded to state contracting procedures. Utilizes small business preference programs, open market conditions and/or awards made from federal supply schedules. Plans the pre-award and post-award approaches to meet contracting program objectives. Performs other duties as assigned.

SPECIALIZED QUALIFICATION REQUIREMENTS: Must possess 36 months experience utilizing regulations and contracting principles and contract types to procure and administer a variety of contracts; conducting negotiations during pre-award and post-award phases; analyzing industry and market conditions to determine sources; or applying cost and price procedures and techniques to evaluate bids and responsibility of contractors.
Must have Contracting Level 2 Certification or higher under the Defense Acquisition Workforce Improvement Act (DAWIA) standard. Must posses a Bachelor's Degree in Business or a Bachelor's Degree which includes a combination of 24 semester hours in Accounting, Law, Business, Finance, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantative Methods or Organization & Management. (must submit college transcripts or copy of degree for verification of this requirement)
PLACEMENT FACTORS: Applicants should demonstrate through prior education, training or experience the following: (1) Knowledge of contracting principles and innovative contracting processes and procedures applicable to pre-award actions. (2) Knowledge of business practices and market conditions sufficient to identify qualified contractors and to evaluate bids for responsiveness, contractor responsibility and probable performance efficiency. (3) Knowledge of innovative and experimental acquisition theories, processes and techniques that are compliant with the current guidelines, regulations and case law. (4) Ability to develop performance based work statements and performance testing. (5) Ability to analyze contractor's requests for equitable adjustment, audit information and determination of costs that are allowable. (6) Knowledge of cost and price analysis techniques and commercial business and industrial practices to evaluate proposals to ensure acquisitions are obtained from responsible contractors, that subsequent contracts are within acceptable dollar limits, and prices are fair and reasonable. (7) Knowledge of oral and written communications sufficient to act as a team chief/project manager/lead negotiator during complex negotiations. (8) Completion of appropriate technical school/CDC courses.
