This is a non-status, non-permanent position. You do not acquire a competitive or excepted service status from this position. This position is located in the Office of the Director of Physical Security Programs, Deputy Assistant Secretary for Countermeasures, Bureau of Diplomatic Security. The mission of this office is to provide a secure working environment for U.S. Government personnel assigned domestically and abroad under authority of the Department of State and Chief of Missions. The incumbent for this position is responsible for planning and accomplishing a wide variety of functions concerned with the effective and efficient delivery of general services that support the accomplishments of the Physical Security Programs mission.

KEY REQUIREMENTS

  • U.S. Citizenship is required.
  • Relocation expenses will NOT be paid.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Incumbent will be subject to random drug testing.

-Provides a wide variety of security support functions in support of Physical Security Programs, such as: equipment, space, office furniture, supplies, building maintenance, repairs, fire safety, and vehicle assessments.

-Analyzes requirements for telephones, computers, copiers, fax machines, and arranges maintenance and repair for office equipment.

-Serves as the vehicle coordinator and uses Fleet Management Information Systems to perform reporting and querying functions.

-Serves as the custodial officer and administers a property management program for office property.

-Serves as a travel manager and prepares travel orders, vouchers, and personnel passport applications for personnel traveling abroad.

Applicants applying for the GS-11 grade
level must meet one of the following
requirements:

A. Have at least 1 full year of
specialized experience equivalent to the GS-09
level in the Federal service which provided you
with knowledge of the methods and procedures for
providing or performing a variety of functions
and services applicable to the position to be
filled; ability to plan, organize, and control
work involving diverse activities; ability to
gain cooperation and coordinate the work of
others; and skill in oral and written
communication.


Examples of qualifying specialized experience
include:
  • Management analyst or technician or
    other work that included study, analysis, or
    evaluation leading to the development or
    improvement of managerial or administrative
    policies, practices, and procedures.
  • Administrative officer or assistant, budget
    administration, program analysis, or other work
    that demonstrated knowledge of an organization
    and its functions, and the ways in which support
    services can facilitate the work of the
    organization.
  • Office management experience that included
    responsibility for directing a variety of
    support services such as typing, mail
    processing, purchase of supplies and equipment,
    etc.
  • Secretarial work that required monitoring
    and coordinating administrative and processing
    work of subordinate elements through a system of
    internal procedures, controls, production,
    progress reporting, etc., to insure the
    efficient operation of an organization.
  • Military experience that included
    responsibility for directing a variety of
    support functions such as communications,
    property management, mail service, facilities
    and equipment maintenance, etc.

In addition, qualifying specialized
experience must demonstrate the following:

 

-Experience administering a wide range of security support functions surrounding the management of equipment, space, office furniture, supplies, building maintenance, repairs, fire safety, physical security, and vehicle assessments.

-Experience coordinating procurement responsibilities, inventory management, maintenance, and repair of office equipment and vehicles.

-Experience coordinating travel arrangements and providing travel guidance, policies and standards.

-Experience managing an vehicle program, tracking and reporting information through an vehicle managment information system. 

 

OR

B. Have a Ph.D. or equivalent doctoral
degree OR 3 full years of progressively higher
level graduate education leading to such a
degree, or LL.M. (if related), from an
accredited college or university with a major in
public administration, business administration,
industrial engineering, industrial management,
or other administrative or management fields
related to the position to be filled;

OR

C. Have a combination of graduate
education with a major in public administration,
business administration, industrial engineering,
industrial management or other administrative or
management fields related to the position to be
filled AND specialized experience (as described
above), which is equivalent to the GS-09 level
in the Federal Service.  This experience and
education together meets 100% of the
qualification requirements for this position.

Combination of Experience and
Education:
When an applicant has less than
one year of specialized experience as described
in the announcement, he or she may combine
successfully completed graduate-level education
with experience to meet the total qualification
requirements.  Generally, 18 graduate semester
hours is equivalent to 1 full-time year of
graduate study (your school and department
determine what constitutes 1 full time year of
graduate study).  The percentage of specialized
work experience and the percentage of graduate
study must total at least 100%.

The Bureau of Diplomatic Security has a program that allows personal services employees to be reimbursed for their health insurance premium costs that they incur during their period of performance. The program pays up-to-5% of the employee's base salary or up-to-50% of the insurance premium cost (not to exceed 5% of a GS-15/Step 10 salary equivalent) towards either an individual policy or a family policy. To be eligible for the PSC Health Insurance Reimbursement Program, the employee must provide proof of insurance coverage and the cost of the premium for which s/he is responsible.

 

Former Military Service and Annual Leave Accrual Rates: Personal services employees entering on duty with prior military service can credit their years of uniformed military service for higher annual leave accrual rates. Please submit a copy of your most recent DD-214 form for consideration of higher annual leave accrual rates.

 

All official international travel will require MEDVAC insurance prior to departure.  This insurance will be reimbursed in full upon proof of insurance coverage and cost.
