JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

The System of Systems Integration Directorate (SoSI) utilizes the Family of Systems approach to ensure integration and interoperability between Army Programs of Record (PORs), current force systems, urgent need systems, and other DOTL-PF elements to achieve integrated unit capabilities for a full-spectrum force. This integration approach will be implemented through development, acquisition, testing, product improvement and fielding while ensuring total ownership cost reduction.

    • You will establish/coordinate/maintain liaison among various Logistics Management Offices.
    • You will interface with contractor counterparts to ensure constant and current flow of information to all parties for Logistical Planning. 
    • You will assist PM staff in development, coordination and promulgation of materiel logistics policy and procedure that pertains to PM operations.
    • Your duties will include developing supporting documentation and providing statements of impact on policy, schedule and fielding changes, and ability to perform Life Cycle Management.
    • You will prepare program documentation in support of the logistics life cycle.
    • You will prepare and review correspondence, issues papers and various articles related to logistics matters. 
    • Plan with the PM and the contractor logistics strategies, fielding schedules and plans, and supporting models.
    • Maintain an understanding of the program with emphasis on cost, schedule, and performance.
    • Attend  business reviews and other meetings that are of critical import in keeping abreast of program issues.
    • You will perform these actions to enable early identification of problem areas, to increase knowledge of the program with staff, and the contractor to provide a solution to problems as early as possible to limit impact on cost, schedule and/or performance.

    Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower band level (NH-2).  Specialized experience is defined as: experience with policies, concepts and theories of logistics management work and ability to apply this knowledge to the management of a very broad and complex program. Experience in writing, interpreting and developing implementing instructions to agency regulations, policies, procedures, etc., pertaining to the specialist's logistics management assignment. Experience in serving on panels, work groups, conferences and to present in-depth technical briefings at all levels on a variety of issues relative to specialist's area of assignment.

    The experience described in your resume will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties as described in this vacancy announcement.

    Defense Acquisition Workforce Improvement Act Career Field Position.  DOD Position Certification Level and Training Requirements, All Acquisition Workforce Positions Mandated in Title 10, USC, Section 1723.  DOD 5000.52-M, DOD Acquisition Career Development Program, contains specific requirements for acquisition categories and grades/levels.   Current requirements are available at http://asc.army.mil/info/policies/check_list.cfm.  Upon entry into an Acquisition position, the incumbent has 24 months to complete the position requirements without needing to obtain a waiver.

     

    This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III in Acquisition Career Field Life Cycle Logistics within 24 months of entrance on duty.


    Must be able to obtain and maintain a Secret security clearance. Position is designated non-critical sensitive as defined in DoD 5200.2-R. This requires that a personnel security investigation be adjudicated on a pre-appointment basis which may take up to 90 days or longer to process. The selectee may be allowed to start work prior to adjudication if management approved. Obtaining and maintaining a Secret security clearance is a condition of employment.  If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly. 

     

    This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
