You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/standards/group-stds/gs-cler.asp
You must be able to type at least 40 words per minute.
In addition to meeting the typing proficiency requirement, you must have at least one year of specialized experience at the GS-04 or equivalent level. Specialized experience includes performing a variety of administrative support functions such as use of office automation software (word processing, spreadsheet, and databases); retrieval, update and storage of electronic data; preparing, editing and formatting of documents and reports; making travel arrangements; processing mail; files management and customer support/telephone coverage.
Substitution of Education for Specialized Experience:
Four years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the specialized experience required. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
HOW YOU WILL BE EVALUATED:
Your application will initially be reviewed to determine whether you meet the minimum eligibility and qualifications requirements. If you are qualified, you will then receive a rating based on the degree to which your background matches the knowledge, skills and abilities for the position listed below. If a determination is made that you have inflated your qualifications, you will be assigned a rating commensurate with your background. Your application will be placed in one of three categories:
Best Qualified: Meets the minimum qualification requirements and demonstrates experience as an expert in the field or is recognized as a senior specialist, team lead, etc.
Highly Qualified: Meets the minimum qualification requirements and demonstrates full-performance level experience.
Qualified: Meets the minimum qualifications and demonstrates minimum experience and/or training only.
Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans.
Knowledge, Skills, and Abilities:
- Skill in using computer office programs, such as the Microsoft Office Package including Word, Excel, Access, Power Point, and Outlook.
- Knowledge of general clerical office procedures and processes (e.g., time and attendance, supplies, filing, etc.).
- Ability to organize workload and establish priorities.
- Ability to communicate orally and in writing.
