Mission Statement

The Facilities Services Directorate (FSD) of the Washington Headquarters Services is a field activity of the Department of Defense. FSD employees support a customer base of about 64,000 civilian and military personnel, including the Office of the Secretary of Defense, Joint Chiefs of Staff, Defense Agencies, and the military departments in the National Capital Region. Customers occupying 16,000,000 square feet of office space are housed in the Pentagon and 140 other federal and commercial buildings in the Washington Metropolitan area. FSD provides administrative and operational support to specified DoD activities, including space management, maintenance, repair and alteration of assigned buildings, custodial services, landscape maintenance, trash and debris removal, building operations, construction management, property management, and other support services.  This position will be assigned to the Federal Facilities Division (FFD), which is designated as a High-Performance Organization (HPO).

MAJOR DUTIES:

  • Serves as a Supervisory Management Analyst for the Facilities Services Directorate, Resources, Security and Administrative Branch.
  • Plans, organizes and directs the activities of the Resources, Security and Administration Section ensuring that facilities services complies with legal and regulatory requirements and meets customer needs.
  • Provides the full range of consultant services to all levels within the Federal Facilities Division (FFD) involving workforce and labor management programs.
  • Responsible for application and integration of manpower requirements, force structure, programming, manpower verification and documentation processes for all FFD civilian manpower resources.
  • Ensures implementation of changes optimize the most efficient and effective utilization of resources to support a well skilled and high performing staff.
  • Examines programs/functional areas for consonance with accepted management doctrines and assigned mission, functions and workload.
  • Recommends changes to program workforce operations to correct deficiencies.
  • Develops new and revised procedures, methods, and techniques to keep pace with changing technology, policies, and objectives.
  • Develops and recommends sound guidance to alleviate adverse impact on the FFD staffing levels and improve the efficiency and effectiveness of work and labor management programs.
  • Provides technical advice and guidance to lower-graded employees also engaged in planning and accomplishing related projects.
  • Conducts complex management studies that involve multi-level and inter/intra-organizational entities, which may require new or substantially modified work processes and procedures.
  • Prepares, coordinates, analyzes, and submits all necessary documentation to enact a reorganization/realignment action.
  • Plans work to be accomplished by subordinates, set and adjusts short-term priorities and prepares schedules.
  • Interprets and applies established personnel/position management guidelines, regulations, polices, etc.
  • Provides advice and assistance within the FFD organization in workforce and labor management and organizational matters.
  • Prepares special reports and analyses on a variety of staffing managment matters.
  • Responsible for planning, developing, conducting, and analyzing comprehensive management studies, surveys, and reviews to accomplish FFD program goals and objectives.
  • Performs other duties as assigned.

Specialized experience required for this position is:

 

  • Experience planning, organizing and directing resource activities, facilities services and labor management programs;
  • Recommends new policies, procedures and strategies for input to all workforce systems (e.g. Defense Civilian Personnel Data System, Performance Appraisal and other accountability documentation systems;
  • Develops new and revised procedures, methods, and techniques to keep pace with changing technology, policies and objectives;
  • Provides management counseling and advisory services to organizational senior leadership related to organizational structures, administrative instructions and internal processes and procedures;
  • Conducts complex management studies that involve multi-level and inter/intra-organizational entities, which may require new or substantially modified work processes and procedures.
  • Experience working within a High Performing Organization (HPO) or similar type organization.


Specifically you will be evaluated on the following competencies:

 

  1. Ability to plan, develop, conduct and analyze comprehensive management studies, surveys and reviews.
  2. Knowledge of workforce planning and development.
  3. Ability to effectively communicate verbally and in writing various personnel staffing matters.
