Hawaii Army National Guard

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

LOCATION: Unit, Training and Equipment Site, Hawaii Army National Guard Pearl City, Hawaii.

RECRUITMENT AREA: Permanent military technicians (CW2 – CW4) of the Hawaii Army National Guard.

SUMMARY OF DUTIES: 

The purpose of this position is to supervise workers directly or through subordinate leaders and/or supervisors in accomplishing work of the function.
• Plans use of subordinate workers, equipment, facilities, and materials on a week-to-week or month-to-month basis.
• Assigns tasks to be performed based on readiness and explains work requirements, methods, and procedures.
• Plans and establishes overall leave schedules.
• Performs non-supervisory work, such as, transporting equipment, performing maintenance tasks, etc.
• Develops, publishes, and ensures employee compliance with standing operating procedures for the activity supervised.
• Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises, and performs other duties as assigned.

PHYSICAL EFFORT: Work is performed in tiring or uncomfortable positions for long periods.  There is frequent standing, bending, reaching, stretching, climbing, and crouching; or working on top of, under, and in tight compartments or cramped or awkward position.  Performs strenuous work while standing, lying, or sitting.  Frequently lifts and carries items, unassisted, weighing up to 40 pounds; and often exerts similar effort in pushing, pulling, and positioning parts, assemblies, and equipment.  Frequently lifts and moves heavier items with the assistance of other workers or with lifting devices such as jacks, hoists, and cranes.  May be required to work from ladders or work platforms at varying heights.

WORKING CONDITIONS: Work is performed both inside and outside.  When inside, the incumbent is frequently exposed to drafts, changing temperatures, and noise which is difficult to talk above.  When outside, the incumbent is exposed to bad weather, in mud or snow, and in wet or icy areas.  The incumbent is frequently exposed to irritations or discomfort from dust, heat, fumes, and hard damp floors or ground.  Typically works on parts and systems, which are dirty, oily, or greasy.  Frequently exposed to the possibility of cuts, burns, bruises, and sprains while repairing, positioning, and moving equipment.  Often exposed to the possibility of falls while repairing, positioning, and moving equipment; and skin irritations from acid, fluids, and lubricants.  Uses safety equipment such as protective ear devices, hard hats, hard-tie shoes, respirators, and protective clothing, which may be uncomfortable to wear or use and may be worn or used for long periods.

GENERAL Experience: Experience or training which demonstrates that the applicant has the ability to organize assignments for subordinates, estimate material and manpower needs for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports. 
SPECIALIZED Experience: Must have at least 36 months of experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel.  Experience which required the review of work requirements and establish priorities to meet deadlines.  Experience that provided knowledge of maintenance, repair, troubleshooting, inspection, and/or overhaul of a variety of heavy duty and automotive vehicles and equipment.  Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes.  Experience in adapting existing equipment and techniques to new situations.

MILITARY TECHNICIAN COMPATIBILITY REQUIREMENT: Prior to placement in this position, the selected applicant must be assigned to a valid position in WO: 91.


NOTES TO APPLICANTS:
a. The purpose of this announcement is to establish a list of eligibles.  Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement.
b. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.
c. This temporary limited appointment may be converted to a non-temporary appointment without further competition.
d. Permanent change of station (PCS) expenses may not be authorized for this position.  Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

e. This type of appointment is expected to extend beyond one year.  Separation will be preceded by a 30-day notice when services are no longer needed.  Permanent technicians will remain on permanent status if selected.

f.  Applicants may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.

g. In addition to your application, documents of last performance appraisal may be submitted.  If the performance appraisals are not available, documents of past civilian performance, letter of recommendations, and or military performance may be submitted.  These documents will be evaluated as part of the selection process.

h. Final selection will be based upon qualifications, suitability, and available manpower resources.
i. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee’s Form I-9 to confirm work authorization.

j. Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment.  Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.

k. This position may involve arduous/hazardous duties.  Placement is contingent upon successful completion of a medical examination or review/approval of a physical examination taken within six months.
