The mission of the Architect of the Capitol is to serve Congress and the Supreme Court, preserve America's Capitol and inspire memorable experiences. Under the leadership of Stephen T. The position is located in the Office of the Chief Administrative Officer, Human Capital Management Division, Employment and Classification Branch. The incumbent serves as Lead Human Resources Specialist and principal advisor assisting the Branch Chief in planning and developing strategies, processes, and procedures for recruitment and staffing program functions. The incumbent leads and manages the Human Capital Concierge (Customer Service) and ensures the timely and efficient provision of help desk/concierge service in support of the goals of the Human Capital Management Division.

The incumbent serves as the expert for recruitment and staffing issues; reviews actions and cases for compliance with applicable regulations, policies, and requirements; researches and resolves complex pay issues; provides guidance to HR staff, managers, and employees; and prepares written responses to Congressional and other inquiries.

Performs program analyses and develops new or proposed recruitment and placement policies, standards, and regulations for agency-wide use.

Performs the full range of external placement and recruitment duties for which innovative and proactive recruiting strategies are needed. Such positions include "hard-to-fill" and shortage categories, senior level, jobs requiring unusual skill combinations, or highly visible or sensitive positions.

Provides expert and authoritative advice on complex classification issues and problems with agency-wide impact. Collaborates with specialists to ensure that the application of position classification standards is accurate and consistent.
Ensures that stellar customer human capital service is provided through the operation and management of the Human Capital Concierge. Special emphasis is placed on courtesy, comprehensive responsiveness, and accuracy in all areas of human resources management such as employee benefits, work life programs, payroll services, employee development and training, employment, position classification, personnel records, employee and labor relations matters, workers compensation, workforce planning, and other service delivery.
Analyzes service requests; forwards, tracks, and follows up on the status of inquiries referred to specialized HCMD resources. Ensures that customer requests are accurately and thoroughly addressed and responded to in a timely manner.
Develops key performance metrics for concierge policies and programs. Participates in briefings and meetings to provide clarification, guidance, and overall technical advice to customers on procedures and requirements.

KNOWLEDGE, SKILLS, AND ABILITIES:

Extensive knowledge and experience in Federal human resources staffing and recruitment.

Proven ability to communicate effectively other than in writing.

Knowledge of the concepts, principles, and regulations related to Federal human resources programs.

Demonstrated ability to communicate in writing.

Ability to plan and execute work.

Proven ability to manage and coordinate activities of employees engaged in delivering customer services in human resources.

Demonstrated ability to analyze issues and problems in human resources.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
