EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions, GS-0460-5/7/9 and Individual Occupational Requirement, 0460 Forester Series).
Individual Occupational Requirements for 0460
- Degree: forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas:
- Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management.
- Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology.
- Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing.
- Combination of education and experience -- courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education.
The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following:
GS-09: 1 year of specialized experience equivalent to the GS-7 grade level OR 2 years of progressively higher level graduate education leading to a masters degree or masters or equivalent graduate degree.
GS-07: 1 year of specialized experience equivalent to the GS-5 grade level OR 1 year of graduate-level education or superior academic achievement.
GS-05: Applicants who meet the basic requirements described in the Individual Occupationa Requirements are fully qualified for the specified entry grade. (Generally grade GS-5.)
SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (S.A.A.) must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society membership in a freshman honor society cannot be used to meet the requirements of this provision.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and is typically in or related to the position to be filled. Examples of specialized experience include, but are not limited to work or training with field applications of forest inventory, sale preparation and forest development activities, working with timber sale management, writing reports and appraising forested areas using current market prices and logging costs.

SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation will be required for all new hires. Appointment will be subject to the applicants successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
OTHER: Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid drivers license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.
WORK ENVIRONMENT: Forester will need to independently perform forestry field duties in remote locations throughout the four seasons, proficiently & safely drive 4-wheel vehicles and other access equipment on marfinal logging roads and terrain in various field conditions (snow, rain, mud, dust, summer heat) etc. Forester will be performing field activities in an environment where one may encounter a wide array of wildlife and domestic animals, insects, etc. Remoteness of some projects will require extended working hours and some special projects such as CFI will require camping in the field througout the week (summer months) to complete.
NOTE: If this position is filled at a lower grade level, subsequent promotion to the next grade level will be processed without competition under the Merit Promotion Program at such time as performance and qualification requirements are met and classification review discloses the duties being performed properly warrant classification to the next higher grade level.
Promotion Potential: When promotion potential is shown, and if selected at the lower grade the agency is not obligated or committed to promoting you to the higher grade. Promotions depend on your ability to perform the duties, require a minimum of 12-months time in grade and provided you are found otherwise eligible you'll need to be recommended through the supervisory chain. Promotions are not automatic.

The Category Rating Process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
