Minimum Education Requirement: Applicants must meet the Basic Education Qualification Requirements listed below:
MINIMUM EDUCATION FOR CIVIL ENGINEER DISCIPLINE, GS-0810:
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
B. Combination of education and experience - college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following (see U.S. Office of Personnel Management qualifications standards operating manual for specifics): (1) professional registration; (2) written test (EIT); (3) specified academic courses; (4) related curriculum.
MINIMUM EDUCATION FOR HYDROLOGIST DISCIPLINE, GS-1315:
A. Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels.
B. Combination of education and experience: course work as shown in A above, plus appropriate experience or additional education. Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems. The following is illustrative of acceptable experience: field or laboratory work that would require application of hydrologic theory and related sciences such as geology, geo chemistry, geophysics, or civil engineering to making observations, taking samples, operating instruments, assembling data from source materials, analyzing and interpreting data, and reporting findings orally and in writing. In some cases, professional scientific experience that is not clearly water resource experience may be acceptable if such experience was preceded by appropriate education in hydrology or by professional hydrology experience.
Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below:
GS-07: Applicants who meet any of the following three options may qualify for the GS-7: (1) you have one year of specialized experience equivalent in difficulty and complexity to at least the GS-05 level in the Federal service; OR, (2) you completed of one-year of graduate level education that is directly related to the work of the position; OR, (3) you may qualify for GS-07 on the basis of Superior Academic Achievement in one of three ways: (1) GPA 2.95 or above for all courses for the entire curriculum or for courses completed during the final 2 years. As an alternative, the GPA may be 3.45 or higher for courses in the major field of study either all major courses or major courses during the final 2 years; or (2) Class Standing: Applicants must rank in the top third of the graduating class in the college, university, or major subdivision; or (3) Honor Society Membership: Membership in one of more than 65 nationally recognized scholastic honor societies may qualify.
GS-09: One year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in the Federal service OR two years of progressively higher level graduate education leading to a master's degree or equivalent master's or graduate degree that is directly related to the work of the position, such as civil engineering or hydrology.
Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:
GS-07: Applying water resource models to routine studies related to water supply, demands, reservoir operations, water management or related issues; performing basic or routine hydrologic research on water and water resources; collecting, measuring, analyzing, and interpreting basic hydrologic information on water resources; forecasting water supply and water flows. These examples are not all inclusive.
GS-09: Applying typical water resource models to studies related to water supply, demands, reservoir operations, water management or related issues; performing hydrologic research on water and water resources; collecting, measuring, analyzing, and interpreting conventional hydrologic information on water resources; forecasting water supply and water flows; or recommending or assisting with the development of new, improved or more economical hydrologic methods, techniques, and instruments and creation of model data input, output, and storage mechanisms. These examples are not all inclusive.

HOW YOU WILL BE EVALUATED:
Human Resources (HR) will review resumes and transcript(s) to ensure applicants meet the basic qualification requirements. We will evaluate each applicant who meets the basic qualifications on the information provided in the assessment questionnaire. The assessment questionnaire will take approximately 60 minutes. Applicants determined best-qualified will be referred to the selecting official.
Category rating and selection procedures will be used for evaluating this position. If you meet the basic qualification requirements, your on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of your experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified and 3) Qualified. Qualified candidates will be assigned a numerical score on a scale of 70-100 and Veterans with preference will be placed at the top of their respective category.

1. Knowledge of hydrology, civil engineering (hydrologic), and/or hydraulic engineering theories, methods, and modeling techniques to conduct conventional analysis related to river systems.
2. Knowledge of water resources development, principles, practices, and techniques to ensure existing facilities are in compliance with applicable specifications.
3. Knowledge of computer science and digital simulation modeling to develop typical models for irrigation system operations as well as complete river basin and multi-basin models.
4. Knowledge of irrigation systems to prepare, provide and design established and routine plans and specifications impacting a broad range of facilities and operations.
5. Skill in the use of various computer systems and software (including UNIX, DOS, spreadsheets, windows, data base, ArcInfo, CADD, etc.)
