JOB SUMMARY:

The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives, Native Hawaiians, and affiliated Islanders.

 This position is located in the Department of the Interior (DOI) Financial and Business Management System (FBMS) Program Management Office (PMO). The person selected for this position will be engaged in report development for Contract Management, Financial, and Property systems using the FBMS Enterprise Management Information System (EMIS).  In performing these activities, the incumbent will work closely with the FBMS Production Support Staff, IT Technical Staff, Business Process Staff, Quality Management Staff, Information Assurance Staff, System Integrator Staff, National Business Center (NBC), DOI bureaus, and Departmental contacts. 

 

The FBMS will replace several of the DOI’s financial management, acquisition, property management, financial assistance management, budget formulation and management information systems operated by the agency’s bureaus and offices.  The FBMS will be the sole fiscal accounting system for the Department’s annual budget and is the central enterprise management system in support of all of the Department’s mission programs.

 

This position will perform duties that involve operational reporting support associated with the FBMS and its reporting requirements.  This position requires a specific technical competency, knowledge, skill or ability in the designing, developing and supporting all information technology aspects of the FBMS reporting solution and services. This position is not supervisory in nature. 

 

This position is located in Herndon, VA.

 

This is a permanent position.

The major duties of this position include, but are not limited to the following:

  • Incumbent has expert knowledge as a technical subject matter and requires a thorough, detailed, creative and analytical problem solving in order to create and build cubes and queries from system tables.  Expert technical knowledge of the data sources and the relational attributes of that data is required in order to connect data elements into info cubes and queries.

 

  • Develops the technical objects that are necessary to extract data from the source system so that reports can be developed.  This includes info cubes, cubes, ODS’s, data modeling skills in order to accurately merge data together.

 

  • Analyzes production problems using automated tools and techniques and then works with the FBMS staff to resolve any problems.  Serves as the technical expert in regard to all aspects of EMIS, including prioritizing workload, impacts to assignments, impacts to other development objects, etc.

 

  • Using standard FBMS reporting development software (SAP), develops programs for baseline reports

 

  • Prepares report specification, both functional and technical, requirements for the FBMS.

 

  • Prepares and provides O&M review of deployment documentation being produced in the design phase (e.g., FDS, TDS, Training documents) to ensure the operational impacts are incorporated and planned for during object development).

 

  • Monitors system assurance reports and other output to ensure there are no out-of-balance, inconsistent or illogical conditions in the financial, acquisition and property information within the FBMS Business Warehouse.

 

  • Develop new concepts, standards and methods for the FBMS reporting and solution services.   Advises other IT experts with applying new standards and methods for the reporting solution.

 

  • The incumbent is responsible for close contact with the internal client for both conceiving and writing necessary for analyzing requirements, report design specifications throughout the entire design process.

 

  • Provides Post Go-Live analysis of post-deployment Production change requests to prioritize work for establishing effective release schedules.

 

  • Interacting with customers to assess their needs and provide information or assistance, while being committed to providing quality reports and services.

To qualify for the GS-14, you must possess one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through federal service. Specialized experience is defined as technical experience in using SAP products including ABAP code, Public Sector solution or other equivalent software for analyzing, designing, developing and supporting all information technology aspects of an organization reporting solutions and services. Technical experience using Business Objects, Webi, Crystal Universe/Information Design Tool, Xcelsius, or equivalent tools, etc. for developing:  cost accounting reporting; fiscal accounting reporting; financial reporting; budget planning property reporting; and program management reporting; and technical experience in using Enterprise Resource Planning software that integrates ERP Central Component (ECC) modules and applications to manage organizational mission and goals.
