NOTE: If the position is filled at a lower grade level, subsequent promotion to the next grade level will be processed without further competition under the Merit Promotion Program at such time as performance and qualification requirements are met and classification review discloses the duties being performed properly warrant classification to the next higher grade level.

 

SUMMARY OF DUTIES:

  • Responsible for the regulation and distribution of irrigation water from and between storage reservoirs, at diversions and in canals, at delivery points.  Receives water orders, takes daily measurements, maintains records of water delivery reservoir inflow and instream flows, calculates requirements, and arranges quantity and time deliveries.  Operates distribution facilities (dam gates, checks, etc.) to regulate and deliver water, in accordance to project policies.  Explains operating procedures, conditions and problems relating to delivery schedules to water users.  Surveillance of the condition of reservoirs, dams, canals, structures, buildings, recorder stations, and other facilities; ensure conditions meet standards for the safe and efficient operation of the system and recommends needed maintenance.  Perform minor maintenance.  Operate electric motors and pumps.

 

Phyiscal Demands:

Works under conditions of continuing high physical demand frequently required to lift items weighing up to 100 pounds.  Work requires standing, stooping, bending, kneeling, climbing and working in typical construction and maintenance worksites (trenches, scaffolds, platforms, ladders, etc). 

 

Work Environment:   

Is subject to extremes of weather conditions including from dry and solid to wet, deep mud, ice, snow , and deep water.  Temperatures vary from sub-zero to maximum heat.

SUMMARY OF QUALIFICATIONS:  To be rated eligible for this position you must meet the selective factor (if any) in addition to qualifying specialized experience and/or education described in the Occupational/Assessment Questionnaire by the closing date of this announcement Thursday, November 29, 2012.

 

Candidates are required to meet OPM Group Coverage Qualification Standards for Technical and Medical Support Positions and Individual Occupational Requirements for the Irrigation System Operator Series, GS-0459.  It is available for review on OPM's website at http://www.opm.gov/qualifications.

 

For GS-4 position:  6 months of general experience and 6 months of specialized experience equivalent to at least the GS-3 grade level OR successful completion of 2 years of study that included at least 12 semester hours in any combination of courses such as civil engineering, agriculture, soil management or conservation, physical science, mathematics, or range management or conservation.

 

For GS-5 position:  1 year specialized experience equivalent to at least the GS-4 grade level OR successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of courses such as civil engineering, agriculture, soil management or conservation, physical science, mathematics, or range management or conservation.

 

GENERAL EXPERIENCE:  (1) Any type of work that demonstrates the applicant’s ability to perform the work of the position, or (2) experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. 

 

SPECIALIZED EXPERIENCE:  Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled.  Examples of specialized experience include work which involved maintaing records of water delivery and daily measurements, calculate requirements and arranges quantity, and time of deliveries.  Surveillance of condition of reservoirs, dams, canals, structures, buildings, recorder stations, and other facilities.        

 

Individual Occupational Requirements:

Specialized Experience (for positions at GS-4 and above):

Examples of qualifying specialized experience include:

·    Farming or ranching work that provided knowledge of soil and water conservation practices and irrigation procedures used in the geographical area for which application is made.

·    Construction, maintenance, or operating work that provided a knowledge of the control, regulation, distribution, and measurement of water.

·    Controlling, clearing, repairing, and maintaining irrigation ditches, canals, and equipment; or soil conservation or engineering technician work where the duties provided a knowledge of irrigation procedures.


 

 

SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation will be required for all new hires. Appointment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

 

OTHER: Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver’s license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.
