TO QUALIFY FOR THIS POSITION AT THE GS-05 LEVEL: Applicants must have one (1) full year of specialized experience equivalent to the next lower grade level (GS-4) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Police Officer. This experience should have provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protection of life and property. Creditable specialized experience may have been gained in any of the following: work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forest, or other natural resources or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. One full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~
GS-05 SUBSTITUTION OF EDUCATION: Successful completion of a full four 4-year course of study leading to a bachelor's degree from an accredited institution in Police Science or a comparable degree program related to the work of the position may be substituted for the experience required at the GS-05 level. Successful completion of a Federal, State, county, or municipal police academy or comparable training course that included at least 40 classroom hours of instruction in police department procedures and methods, and local law and regulations, may be substituted for a maximum of 3 months of specialized experience. TO QUALIFY FOR THIS POSITION AT THE GS-6 LEVEL: Applicants must have one (1) full year of specialized experience equivalent to the next lower grade level (GS-5) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Police Officer. This experience should have provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protection of life and property. Creditable specialized experience may have been gained in any of the following: work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forest, or other natural resources or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Specialized experience must have included active arrest authority and firearm proficiency with a license to carry; experience as a security guard or corrections officer is generally not qualifying. Examples of specialized experience may include performing duties, such as, responding to calls or alarms involving crimes; questioning individuals at the scene, establishing the identity of injured parties, identifying the nature of incidents, and taking statements; informing individuals about their rights as suspects and/or witnesses; operating radar or other speed detection equipment and pursuing speeding vehicles when enforcing traffic regulations or laws; arresting violators caught in the act or who readily admit to guilt; issuing citations; enforcing speed limits; assisting at accident scenes; preparing reports that describe events that may be used in future legal actions; responding to duress alarms and subduing unruly individuals; patrolling; pursuing and apprehending person; subduing individuals causing disturbances; identifying and arresting violators; taking charge of a crime or accident scene and restricting access to those persons required on the scene; seeking detecting, and protecting evidence and witnesses at the scene of an incident; making arrest and performing booking procedures, conducting investigations; questioning and taking statements from victims, witnesses, and complainants; interrogating suspects; applying all correct rules of search and seizure; and analyzing facts to identify suspects and develop case information. One full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Education or training is not qualifying at the GS-6 grade level and cannot be used as a substitute for specialized experience.
NOTE: You must provide detailed information of your experience performed. Information such as "I was a Patrolman", "I was a Police Officer for a number of years," or "I enforced Federal, State, county, and laws" is insufficient to determine your qualifications. Experience must be fully documented on your Resume' and must include job title, duties, month & year start/end dates AND hours worked per week.
ADDITIONAL REQUIREMENTS FOR POLICE OFFICER POSITION:
- Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely.
- VA Police Officers must be able to achieve and maintain mandatory firearm qualification/certification.
- New VA Police Officers are required to attend an 8-week course at the VA Law Enforcement Training Center in Little Rock, Arkansas within 90 days of entry on duty.
- A character investigation will be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government.
- A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice.
- Applicants and employees must have the capacity to perform the essential functions of the position without risk to themselves or others. Applicants and employees must possess emotional and mental stability. A psychological examination is required. In most instances, a specific medical condition or impairment will not automatically disqualify an applicant or employee. A medical condition or impairment is disqualifying only if the condition, for good medical reason, precludes assignment to or warrants restriction from the duties of the specific position. Physical Requirements: The work requires regular and recurring physical exertion such as long periods of standing, walking, driving, bending, stooping, reaching, crawling, and other similar activities. The Police Officer engages in such exertions when responding to alarms, pursing suspects, or participating in weapons or other kinds of training activities, climbing stairs in office buildings, or walking foot patrols in and around large buildings. May regularly require lifting and carrying heavy objects of 23 kilograms (50 pounds) or less, such as weapons. May require common physical characteristics and abilities in agility and dexterity and the strength to pursue, apprehend, and detain uncooperative suspects. The work environment regularly involves high risks with exposure to potentially dangerous situations or unusual environmental stress which require a range of safety and other precautions (e.g., subject to possible physical attack or mob conditions or similar situations where conditions cannot be controlled). This level includes work in high crime areas where the public has easy access and the Police Officer must patrol in locations where persons may be armed while attempting auto theft, vandalism, narcotic transactions and other offenses which can lead to assault with or without a weapon to avoid arrest.

HOW YOU WILL BE EVALUATED:
Applicants will be ranked based on four quality groups, as follows:
- Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
- Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
- Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
- Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
After the vacancy announcement closes, reviewed applications are evaluated against the questionnaire responses and placed in the appropriate quality group. Qualified veterans will be afforded preference by being placed at the top of the appropriate quality group. Qualifying veterans with a service-connected disability of 10% or more will be placed at the top of the best qualified group.
